The Utility Projects Supervisor is responsible for oversight and coordination of water distribution, wastewater collection and reclaim distribution systems improvement/rehabilitation projects for the Utilities Department. The Utility Projects Supervisor is responsible for overseeing the city utility locating services. This position is responsible for the direct supervision and evaluation of direct and subordinate staff. This position works closely with City personnel and contractors to ensure the proper completion of the Capital Improvement Plan. The Utility Projects Supervisor exercises considerable discretion for independent decisions based on technical or professional knowledge. * Provides project management for water distribution and wastewater collection systems. (45%) * Ensures proper installation of water/sewer/reclaim mains and appurtenances by Contractors. * Performs "Final/Punchlist walkthroughs" for ongoing projects to ensure utilities are installed in accordance with the Utility's Standards and Specifications. * Participates in progress/preconstruction meetings of ongoing utility projects. * Reviews construction/as-built plans for accuracy or deficiencies. * Provides utility project data for the Utility's Geographic Information System. * Observes and documents testing of utilities in accordance with City, State, and federal regulations/requirements as it pertains to Distribution & Collection projects. * Participates in Distribution & Collection capital project design process by providing input on proposed plans. * Collaborates with the City's Construction Inspectors and Construction Permitting Supervisor for development and redevelopment associated with Utility lines. * Evaluates contractor's submittals to ensure the use of approved products and materials as it pertains to Distribution & Collection projects. * Maintains accurate daily logs of hours worked, work performed, and detailed inspection reports for Distribution & Collection projects. * Coordinates and reports construction updates to the Utility Engineer for Distribution & Collection Projects. * Manages City owned assets during construction for the purpose of activation, deactivation, or isolation of services. * Reviews work area prior to, and upon completion of projects to ensure the proper restoration of City/Private owned facilities. * Assists in prioritization and development of projects for the Capital Improvement Plan. * Verifies construction quantities for accuracy before submitting for approval for ongoing Distribution & Collection projects. * Oversees the installation and repair services on utility lines by contractors. * Performs inspections of public utilities being installed as a part of redevelopment projects. * Reviews Engineering and Building Permits when requested to ensure utilities are being installed according to Utility Standards and Specifications. * Assists Utility Engineer in keeping Utility Standards and Specifications up to date. * Assists in the coordination of improvements to the operations, repair, and preventative maintenance of the Distribution & Collection Division. (25%) * Develops and implements standard operating procedures in regard to utilities projects and inspections. * Inspects sites requesting new utilities for availability and provides a scope of work required to provide requested service. * Provides input on new policies and procedures to better refine and unify the city's material and installation practices as it pertains to Distribution and Collection. * Ensures compliance with all federal, state, local, and City rules, regulations, and practices related to safety. * Prepares alternative suggestions for methods of installation and alignments of water and wastewater lines. * Coordinates work related activities with other departments and outside parties to solve job related issues. * Responds timely to customer inquiries and concerns regarding customer or city responsibilities. * Coordinates directly with the Utilities Maintenance Manager when repairs are necessary for water and/or wastewater emergencies due to contractors. * Coordinates with the Utilities Administration Division to track Utility line breaks caused by third-party contractors and recover costs as necessary. * Supervisory Responsibilities (25%) * Oversees, plans, and directs the location and mapping services for the City's utility service area. * Reviews proposed site plans and verifies locations of existing utilities to ensure conflicts do not occur. * Ensures Utility Line Locators are performing locate tickets consistent with state statutes. * Maintains constant communication and feedback with Utility Line Locator(s) and Senior Utility Engineer to ensure consistent workload needs are met. * Provides cross-divisional training opportunities to other City employees when requested by supervisor. * Maintains effective public relations with the general public. * Responds timely to requests and work orders. * Supports and exemplifies the City's identified core values, supports the mission and assists the City to attain its vision and goals through the efficient operation of assigned employees and/or departments. * Carries out management responsibilities in accordance with the organization's policies, procedures and applicable laws, including employment laws. * Collaborates with supervisor and Human Resources in accomplishing employee selection, training and performance management functions. * Collaborates with supervisor and Human Resources to address complaints and assist in resolving employee relation issues and holds employees accountable for their performance/behaviors. * Plans, assigns and directs work of directly supervised staff. * Rewards employees appropriately and evaluates performance in a timely manner using the employee evaluation forms instituted by the City of Casselberry. * Ensures that the required Department/Division orientation and training and applicable on-the-job training is completed. * Additional Duties and Responsibilities (5%) * Encourages and displays a daily teamwork driven mentality based on the unified divisional goals set forth by the Utilities Director or designee. * Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies. * Follows safe working practices and has a working knowledge of safety practices and procedures. * Maintains equipment for cleanliness and ongoing functionality. * Adheres to laws, regulations and policies of the City and of the assigned department. Follows instructions provided by supervisor, Department Director or their designee. * Develops recommendations on inert-governmental agreements regarding programs. * Completes the identified required or assigned training timely and applies acquired knowledge and/or skills. * Participates in department meetings, staff meetings and other related activities. * Provide cross-divisional training opportunities to other City employees when requested by supervisor. * Maintains, preserves, retains, responds to and disposes of public records according to FS Chapter 119. * * Emergency Management Role * Participates as a member of the City staff as required to take action in the event of an emergency. * Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee. As a member of the Utilities Department may be responsible for the maintaining and/or rapidly restoring the operability of the City's water and sewer systems. The requirements listed below are representative of the knowledge, skill, and/or ability required. * Education and Training: A High School Diploma or G.E.D. is required. * Experience: A minimum of five (5) years' experience in construction, operations, inspection, and maintenance of utilities, specifically in the field of Utilities projects with two (2) years' of supervisory experience * Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver's license, a DEP Level "3" Water Distribution License and a Class "C" Wastewater Collection System Operator Certificate or be able to obtain it within 1 year from hire date. Must possess and maintain Competent Person certification for Trenching and Excavating Safety issued by the Seminole County Public Works Academy or an OSHA approved training program. Certifications in Utility Locating, Stormwater, GIS, Florida Department of Transportation Inspection and similar certifications related to the functions are preferred. Must possess and maintain Florida DOT approved Intermediate Level MOT certification. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record. * Security Clearance: Florida Department of Law Enforcement background clearance. * Knowledge, Skills and Abilities: * Knowledge (advanced level) of local, state and federal regulations affecting work. * Knowledge (intermediate level) of departmental rules, policies and procedures. * Knowledge of the methods, equipment and materials used in underground utilities (water/sewer/reclaim). * Knowledge of distribution/collection system hydraulics. * Knowledge of safety regulations and practices and the ability to carry out and enforce. * Knowledge of ArcGIS systems. * Knowledge (intermediate to advanced level) Utilisphere software. * Knowledge of surveying, GPS, and GIS technology and terminology. * Knowledge of water distribution, wastewater collection/transmission systems, and reclaimed water systems construction methods, materials, specifications and testing. * Knowledge of safety procedures for construction and repair of water and wastewater mains, reuse, and related construction projects. * Knowledge of methods, materials, equipment and techniques used in the installation, repair and maintenance of water, reuse and wastewater systems and related equipment. * Ability to perform basic arithmetic calculations. * Ability to perform complete and accurate inspection of various construction projects, both City and private projects involved with City systems or permitted by the City. * Ability to establish and maintain effective working relationships with other employees and the public. * Ability to operate a motor vehicle. * Ability to interpret and analyze local, state and federal regulations affecting work. * Ability (intermediate level) to utilize Microsoft Office Suite, e.g. Outlook, Work, and Excel. * Ability to support the Mission of the City of Casselberry: Committed to protect and enhance the quality of life within its community. * Ability to support the Core Values of the City of Casselberry. * Ability to support the Vision of the City of Casselberry: A vibrant, affordable, diverse, and progressive community where citizens feel safe, enjoy their neighborhoods, and access their city government. In addition, this position may be required to occasionally lift and carry up to fifty (50) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, speech and hearing, with or without assistive devices. * Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: City vehicle, computer, printer/peripherals and lab equipment. * Employee Infection/Exposure Risk Classification: Category II: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM), however employment may require performing unplanned Category I tasks. The normal work routine involves no exposure to blood, body fluids or OPIM, but potential exposure may be required as a condition of employment.
