As a Subcontracts Administrator, you will be a be part of an integrated team to procure subcontractor spend in the hundreds of millions across a diverse set of subcontractors and commodities/categories. This position will develop subcontracts in accordance with specifications, requirements, work statements, and terms and conditions.Responsibilities:Support proposal preparation, review, and executionDevelop subcontractor evaluation and selection criteriaConduct analysis on cost, price, suppliers, market, etc.Support negotiation of provisions such as price, schedule, work statements, and terms to meet or exceed business requirementsPrepare and administer high value/complex subcontract awardsEnsure procurement compliance and execute to approved procurement policies and procedures to provide the best value consistent with quality and service requirements while maintaining good subcontractor relationsEmphasize subcontractor engagement, relationship building, and subcontractor management through all phases of program executionDevelop new subcontractors and advancement of commodity strategiesRespond to subcontractor inquiries and resolve invoice issuesParticipate in fact finding activities pertaining to subcontractor safety, quality, and performance executionDrive Partner2Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factorsSupport problem resolution (Root Cause & Corrective Action)Assertively assess, prioritize, and drive issues to closureSupport continuous improvement initiatives to optimize team and subcontractor performanceDeliver quality customer service to both internal and external customersExercise discretion and independent judgmentExhibit best practice work habits and collaborate to promote operational excellenceContinuously advance knowledge of procurement complianceProactively adopt best practices and support new initiativesAdditional Qualifications/ResponsibilitiesRequired Education, Experience, & SkillsBachelors Degree with 2+ years of experience or equivalent experienceExperience in Subcontracts, Contracts, Supply Chain, Purchasing, Acquisition, or relatedExperience in Data Analytics, including Price, Cost, Supplier, Market, Competitive, Commercial Item Determination, or similarKnowledge of Project Management or Supplier Management processesAbility to generate, negotiate, and execute major subcontracts/purchasesAbility to ensure compliance with contract terms and conditionsAbility to resolve contractual conflicts with subcontractors through negotiations and contractual vehiclesAbility to collaborate well with other departments, such as Contracts, Finance, Programs, Operations, and ComplianceAbility to analyze performance metrics/KPIs to help meet critical business objectivesAbility to assess and understand the financial impacts of the Subcontracts operationsAbility to support change and process improvementAbility to find win-win solutions with a "make it happen" attitudeStrong time management and organizational skillsStrong verbal and written communication skillsProficient with Microsoft Office Suite (Microsoft Excel, Word, PowerPoint, and Outlook)Preferred Education, Experience, & SkillsExperience in large, complex organizations within Shipbuilding, Ship Repair, or Maritime industriesExperience in a Department of War (DoW) Contracting environmentExperience in Subcontracts/ContractsExperience in Subcontractor solicitations, bid, proposal analysis/processesKnowledge of FAR and DFAR regulations and the nature of flow down requirementsKnowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)Knowledge of CPSR audits and requirementsExperience with Cost Point ERP systemsPay InformationFull-Time Salary Range: $61278 - $104173
