Description Position at The Port Authority of NY & NJ About the RoleFollowing the successful opening of Terminals B and C, LaGuardia Airport is entering the next critical phase of its redevelopment focused on the replacement of the existing Terminal A and preservation and integration of the historic Marine Air Terminal (MAT), collectively referred to as the Terminal A Program.The Program Manager supports the delivery of the Terminal A and MAT Program by managing assigned projects, workstreams and interfaces in alignment with Capital Plan objectives including established governance, controls, and reporting requirements.This role is accountable for the delivery performance of assigned projects and executing approved program strategies and integration requirements established by the Program Director.Reporting to the Program Director, the Program Manager is responsible for day-to-day execution of defined scope elements, coordination across stakeholders, and implementation of approved program strategies. The Program Manager ensures that scope, schedule, cost, risk, and quality objectives are met for assigned workstreams while supporting overall program integration.ResponsibilitiesManaging assigned projects and workstreams within the Terminal A and MAT Program, this role is responsible for implementing approved program strategies, phasing, and delivery plans. In addition, this role supports planning, environmental review, procurement, design, and construction activities coordinating with internal Port Authority departments, consultants, contractors, airlines, and regulatory agencies. Lastly, this role manages interfaces with enabling infrastructure, airport operations, and adjacent redevelopment efforts ensuring issues are identified early, escalated appropriately and mitigated where possible.Program Controls and Delivery Responsibilities:Supporting program governance, reporting, and controls in accordance with the LaGuardia Redevelopment Program Management Plan (LGAR PMP)Developing and maintaining project schedules, cost estimates, forecasts, and risk registersPreparing input for Board materials, Major Items, briefings, and Gate ReviewsSupporting procurement activities, including development of technical requirements and contract administrationTracking environmental and permitting actions to support delivery milestonesCoordinating with other LGAR program teams to manage dependencies and avoid conflictsSupporting airline, tenant, and stakeholder coordination related to assigned scopeAssisting with leadership briefings by providing accurate status, risks, and mitigation strategiesLeadership and Team Responsibilities:Leading, mentoring, and developing staff and consultant teams in alignment with best-in-class program management practicesImplementing established performance expectations, milestones, and accountability frameworks for assigned scopePromoting collaboration, issue resolution, and continuous improvement across all program stagesTeam and Stakeholder Coordination:Working collaboratively with Senior Program Managers, Program Managers, Project Managers, and functional leadsCoordinating consultants and contractor teams to ensure alignment with program objectivesSupporting resolution of technical, schedule, and stakeholder issues within assigned authorityMinimum QualificationsBachelor's Degree from an accredited college or university in Engineering, Architecture, or a related field10 years of progressively responsible experience leading complex transportation or aviation infrastructure projects,Three (3) to five (5) years of staff or consultant development experience within multidisciplinary teamsExperience overseeing program controls, including scheduling, cost management, risk analysis, scope control, and code complianceValid Driver's License. This role requires travel to LGA construction sites not accessible via public transportationDesired QualificationsProven leadership of large-scale projects across planning, design, procurement, and construction, with the ability to align teams, resources, and strategy to deliver program objectivesStrong ability to communicate complex information clearly and effectively to executive leadership, technical staff, and external stakeholdersDemonstrated superior customer service, decision-making, problem solving, conflict resolution and interpersonal skillsA collaborative, hands-on approach with a commitment to team development, shared accountability, and collective successExperience working within established capital delivery and governance frameworksWorking knowledge of Port Authority capital authorization processes, Board-level approvals, and program management systemsExperience coordinating with airlines, airport tenants, regulatory agencies, and internal stakeholdersDemonstrated ability to influence, negotiate, and build consensus across organizational levels with professionalism and sound judgmentProfessional Engineer (PE) or Registered Architect (RA) licenseProject Management Professional (PMP) certificationSelection ProcessThe application process varies by position, but typically includes an initial phone interview for qualified candidates, followed by a more in-depth interview(s) and/or assessment(s). The expected compensation range for this role is:Minimum: $119,678 Midpoint: $155,582 Maximum: $191,490In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week.
