DescriptionDEFINITION:The Senior Vice President of Operations is a key executive leadership role at GRAND Mental Health responsible for providing strategic and operational leadership across assigned service regions. This role balances market development with enterprise-wide operational excellence.Under direction, plans, organizes and coordinates outpatient treatment services and program development for the agency. The Department Head and immediate supervisor for this position is the Chief Operating Officer. EDUCATION AND EXPERIENCE:Master's degree in Business Administration, Healthcare Administration, Social Services field with extensive administrative and operational management experience, or other Management related field required.10+ years of progressive behavioral health / healthcare leadership experience.Experience managing multi-site operations with large interdisciplinary teams.Strong financial, strategic planning, and operational performance expertise.Demonstrated record of innovation, staff development, and measurable outcomes.KNOWLEDGE AND SKILLS:- Knowledge of accreditation standards and governmental rules and regulations pertaining to CCBHC standards, accreditation processes (i.e., CARF, OHCA, ODMHSAS, etc.) mental health and substance use disorder treatment services, and state / federal regulatory frameworks.- Ability to correctly interpret rules and standards from accrediting and oversight bodies to incorporate them into organizational policies, procedures, and protocols to ensure GRAND remains in compliance with rules and standards. - Ability to develop, monitor, and adjust budgets across entire assigned market area to ensure financial accountability and sustainability.- Knowledge of cost-behavior analysis, contribution margins, and performance-based funding models.- Ability to build leadership pipelines and prepare future leaders for executive-level responsibilities.- Strong ability to unify diverse teams around shared goals and create consistency in service standards across all counties.- Understanding of Oklahoma's behavioral health landscape, including payer systems, workforce challenges, and community needs.- Knowledge of local, regional, and state-wide systems (law enforcement, schools, hospitals, legislative bodies, etc.) and have the ability to build strong partnerships and collaborations at all levels.- Knowledge and familiarity with Lean, Six Sigma, or other efficiency frameworks to optimize operational systems.- Ability to leverage analytics to guide quality improvement, resource distribution, and client outcome.- Understanding of Artificial / Augmented Intelligence systems, telehealth platforms, and data dashboards as tools for operational oversight and quality monitoring.- Ability to lead complex organizational changes across multiple sites, ensuring alignment of staff, systems, and performance metrics.- Skill in developing, tracking, and interpreting operational data (i.e., productivity, service volume, cost ratios) to drive continuous improvement.- Knowledge of management and supervisory principles with the ability to apply these skills at the executive and clinic level.- Have a working knowledge of valid assessment, treatment planning and service delivery systems including best- practices and evidence-based practices models used in various treatment settings at the administrative and clinic level and an understanding of how these systems tie to operational performance.- Display excellent communication skills, both verbally and in writing.- An expectation of core competencies in relation to individuals with co-occurring disorders.JOB DUTIES AND KEY RESPONSIBILITIES:Responsible to and immediately supervised by the Chief Operating Officer.This position is responsible for the following duties:Strategic Leadership & Organizational AlignmentLead execution of GRAND's strategic and operational vision.Align system performance with GRAND's organizational mission and CCBHC standards.Develop and oversee market-wide goals, performance metrics, and accountability systems.Identify and support service expansion, diversification, and sustainability initiatives.Lead strategic growth across assigned markets.Lead negotiations for payer contracts, explore new revenue streams, and cultivate strategic alliances to support organizational growth.Leverage analytics and performance dashboards to guide operational improvements and strategic initiatives.Collaborate closely with other Senior Vice Presidents to align processes, procedures, and strategic initiatives across all functional areas, ensuring consistency and integration throughout the organization.Operational Excellence & System Performance• Oversee clinical, administrative, and support operations across assigned market area.• Ensure compliance with policies, procedures, and quality standards.• Monitor KPI's to optimize productivity and resource allocation.• Lead financial oversight, support budget planning, and cost control initiatives.• Ensure market-specific financial and quality goals are met.• Ensure system-wide risk mitigation strategies across all programs and services, • Champion continuous quality improvement and ensure adherence to all regulatory and accreditation standards.• Foster a culture of accountability, collaboration, and innovation across all programs and services.• Oversee the development and maintenance of a comprehensive risk management and emergency response plan.• Maintain regular on-site presence in clinics to observe operations, engage with staff, and ensure alignment with organizational standards and client needs.Regional Oversight & Leadership DevelopmentDevelop leadership capacity across assigned area(s) and throughout the organization.Standardize operational structure and service expectations across assigned areas and throughout the organization.Develop leadership pipeline and succession plans to ensure organizational continuity.Implement structured leadership development programs to ensure organizational continuity.Community & Stakeholder Engagement• Develop and sustain strategic community and governmental partnerships.• Represent GRAND Mental Health across assigned market area(s) and statewide platforms.• Serve as primary liaison with state and identified regional and/or county officials to advocate for behavioral health initiatives, secure funding, and ensure compliance with legislative mandates. • Actively participate in identified community boards, public forums, and outreach events to strengthen GRAND's presence and partnerships.• Build strategic alliances with healthcare systems, educational institutions, and community organizations to expand impact.Innovation, Quality, and Compliance• Champion operational innovation and continuous improvement • Ensure adherence to regulatory, accreditation, and compliance standards.• Drive the use of innovative technology including agency approved Artificial / Augmented technology solutions, telehealth platforms, and other emerging technologies that will increase efficiencies, improve automation, reduce waste, and reduce errors.• Lead the pilots for new programs and market diversification (i.e., new service lines, payer contracts, geographic expansion, etc.).• Drive adoption of technology solutions that enhance operational efficiency and align with strategic goals.• Lead system-wide adoption of technology solutions to improve efficiency, client outcomes, and data integrity.Other DutiesPerform other related duties as assigned by the immediate supervisor or CEO, as requested.Must be willing and able to perform all job-related travel normally associated
