Now Hiring: Temp Buyer 3 / Senior Procurement Specialist Location: Norfolk, VA Company: NSC Staffing Send Resumes to: NSCNorfolk@ NSC Staffing is seeking an experienced Temp Buyer 3 / Senior Procurement Specialist to support shipyard new construction and repair programs. This role plays a critical part in Supply Chain Management (SCM) activities, including procurement, contract negotiation, supplier performance management, material forecasting, cost analysis, and continuous improvement initiatives. The ideal candidate will bring strong procurement expertise, regulatory knowledge, and the ability to manage complex, high?value acquisitions. Position Overview The Temp Buyer 3 / Senior Procurement Specialist supports government and commercial programs by executing procurement activities, managing suppliers, and ensuring timely delivery of quality materials and services. This role requires experience with FAR/DFARS regulations, cost?type and fixed?type contracts, and coordination across internal departments to support shipyard production schedules. Key Responsibilities Procurement & Contract Management Conduct all aspects of acquisition under general supervision for government and commercial programs. Analyze, negotiate, and manage terms and conditions of purchase orders for moderate?to?high dollar and high?volume procurements. Prepare and issue contract modifications while adhering to budget and schedule constraints. Monitor supplier performance, delivery schedules, and material quality. Cost, Inventory & Supply Chain Analysis Perform complex bid development, cost/price analysis, and Estimates at Completion (EAC) analysis. Manage and oversee inventory across multiple material commodities. Forecast material requirements to maintain appropriate supply and inventory levels. Resolve material discrepancies and implement SCM policies and procedures. Supplier & Stakeholder Coordination Establish and maintain strong working relationships with suppliers while enforcing contract provisions. Interface with internal departments to resolve procurement, delivery, quality, and schedule issues. Identify complex procurement issues and escalate to management with recommended solutions. Provide guidance and direction to less experienced supply chain personnel as appropriate. Compliance & Continuous Improvement Ensure procurement activities comply with prime contracts, company policy, and government regulations. Identify FAR and DFARS issues that could impact procurement activities. Support internal reviews, audits, and peer audits to ensure SCM compliance. Participate in continuous improvement initiatives focused on safety, quality, cycle time, and cost reduction. Qualifications & Skills Minimum 2 years of purchasing experience. Bachelor's degree in Business, Finance, Liberal Arts, or related field required. Strong understanding of supply chain functions, including logistics, inventory, and receiving. Proven ability to independently evaluate, negotiate, and prepare cost/price analyses. Knowledge of FAR, DFARS, and other procurement regulations. Experience executing procurements for both government and commercial contracts. Proficiency in Microsoft Office Suite. Strong verbal and written communication skills. Physical Demands Primarily office?based work environment with good lighting. Required vision abilities include close vision, distance vision, depth perception, and focus. Regular use of hands, computer keyboard, and office equipment. Ability to commute throughout shipyard facilities as needed. Occasional exposure to dust, fumes, and moderate noise levels. Ability to distinguish color required. Accountability Accountable for supporting internal customers through timely procurement and delivery of materials and services. Responsible for achieving quality, schedule, and value objectives in accordance with standards of conduct and acquisition.
