Security Clearance: * Applicant must hold or be able to obtain an active Department of Defense (DoD) SECRET personnel security clearance. Responsibilities: The Mid-Level Contracts Support Analyst, Acts as a liaison between technical, programmatic, and contracting stakeholders to manage contracts and modifications in support of the DDG 51 ARLEIGH BURKE Class Guided Missile Destroyer program. Responsibilities include development of procurement requests, monitoring contractor compliance, managing deliverables, and resolving contractual issues. * SPS/PR Development: Draft, review, and process procurement requests (PRs) within the Standard Procurement System (SPS), including drafting Statements of Work (SOWs), Performance Work Statements (PWS), and justifications. * Coordinate inputs for PR packages in support of DDG 51 contracts in accordance with Government direction. * Assist in the preparation of PRs and related documentation to be entered into the SPS and Acquisition Management System (AMS). * Maintain access to SPS and AMS as necessary to assist in the development and tracking of PRs. * Maintain conformed contracts annotated to note AMOD and PMOD changes for all shipbuilders, services, and prime contracts of the DDG 51 program office. This will necessitate working across multiple PMS 400D branches and associated support contractor(s) tasks. * Develop, update, and maintain a log of all executed contract modifications, including PMODs and AMODs, with summary of funding changes and description of modification purpose. * Track total Contract Line-Item Number (CLIN) & Sub Line-Item Number (SLIN) level ceilings and values, obligations, earned award fee, award fee pools, earned incentives, incentive pools, and contingency commitments as applicable to DDG 51 design services, shipbuilding, Hull, Mechanical, and Electrical (HM&E) and post-sail away contracts. * Develop, update, and maintain CLIN/SLIN/ACRN trackers for each applicable DDG 51 contract to facilitate the contract modification process. * Contract Administration: Administer assigned contracts, including tracking deliverables, reviewing contractor performance, processing contract modifications, and managing contract closeouts. * Acquisition Support: Develop and maintain procurement documents, including Determinations and Findings (D&F), acquisition plans, and milestone charts. * Financial & Technical Liaison: Coordinate with technical, financial, and program management teams to validate requirements before submission to the Contracting Officer. * Compliance & Policy: Ensure procurement actions comply with Navy Marine Corps Acquisition Regulation Supplement (NMCARS) and DoD regulations. * Other Support: Assist in cost and price analysis of proposals, supporting development of contract modifications, and assisting in resolving documentation discrepancies. Experience: * 3-5 years of contract administration support experience, ideally within a NAVSEA or PEO Major Capability Acquisition program office setting. * Proficiency in the Standard Procurement System (SPS) / Procurement Desktop-Defense (PD2). * DAWIA Contracting Level II or equivalent education/experience is generally preferred. * Strong understanding of FAR/DFARS, cost/price analysis, and contractual documentation. * Demonstrated familiarity with DoD/DoN acquisition procedures and policy (DoD 5000 process) Education Requirements: * Bachelor's degree in business, Finance, or related field.
