DescriptionPosition OverviewThe Chief Operating Officer reports to the President and works in close partnership to execute company strategy, oversee enterprise operations, and drive performance, scalability, and accountability.The COO is responsible for the day-to-day operational leadership of Justice Cannabis Co., with oversight of all operational functions across the company's multi-state footprint, including retail, cultivation, production, distribution, and supply chain. This role ensures operational consistency, regulatory compliance, financial discipline, and execution excellence while building scalable systems and high-performing leadership teams.This is a true enterprise-level executive role with broad authority, financial responsibility, and accountability for results.Why work for Justice? Key ResponsibilitiesEnterprise Leadership & Strategy ExecutionPartner closely with the President to translate company strategy into clear operational plans and measurable outcomes.Lead and align senior operational leaders (VPs, Directors, and field leadership) across all markets and functions.Establish and reinforce a culture of accountability, ownership, and execution discipline.Serve as a key executive voice in strategic planning, growth initiatives, and operational decision-making.Operational Oversight & PerformanceOwn day-to-day operational performance across retail, cultivation, production, distribution, and supply chain operations.Ensure consistent execution, quality, and efficiency across all locations while adapting to state-specific regulatory requirements.Identify operational gaps, inefficiencies, and execution risks; implement corrective actions promptly.Drive operational readiness for new markets, expansions, and process changes.Financial & P&L ManagementMaintain enterprise-level accountability for operational P&Ls in partnership with Finance and executive leadership.Oversee budgeting, forecasting, and expense management across all operational functions.Drive margin improvement, labor optimization, and cost-control initiatives aligned with business goals.Leverage financial and operational data to inform decisions and performance management.Sales Enablement & Revenue OptimizationCollaborate with Retail, Commercial, and Marketing leadership to ensure operations fully support revenue growth.Align staffing models, inventory flow, production planning, and operational execution with sales demand and promotional strategies.Ensure a consistent, high-quality customer experience across all markets.Process Improvement & Operational ExcellenceLead enterprise-wide process improvement initiatives focused on scalability, efficiency, and risk mitigation.Standardize operating procedures, workflows, and performance metrics across the organization.Implement systems and best practices that support growth while maintaining compliance.Champion continuous improvement and operational rigor at all levels of the organization.Compliance, Risk & Regulatory OversightEnsure operational compliance with all applicable state and local cannabis regulations, safety standards, and internal controls.Partner with Legal, Compliance, Security, and People teams to proactively identify and mitigate operational and regulatory risk.Oversee operational readiness for audits, inspections, and regulatory changes.Reinforce a compliance-first, safety-focused operating culture.Cross-Functional LeadershipWork in close partnership with leadership to align execution and priorities.Support leadership development, succession planning, and organizational effectiveness across operations.Provide steady, decisive leadership during periods of growth, change, or operational challenge.RequirementsExperience15+ years of progressive senior leadership experience overseeing complex, multi-site operations.Extensive cannabis industry experience required, including multi-state operational leadership.Demonstrated success operating at the C-suite or equivalent executive level.Proven ownership of enterprise-level operations and P&L accountability.Strong background in sales enablement, operational scaling, and process improvement.EducationBachelor's degree required, Master's degree preferred.Skills & CompetenciesEnterprise-level business and financial acumen.Data-driven decision-making and KPI-based performance management.Strong executive presence and leadership credibility.Ability to lead through complexity, ambiguity, and rapid change.Excellent communication, influence, and alignment skills.Leadership ExpectationsLeads with ownership, integrity, and accountability.Sets clear expectations and holds leaders responsible for results.Brings structure, discipline, and consistency to execution.Makes tough, timely decisions in the best interest of the business.Builds scalable teams, systems, and processes that support long-term growth.EOEJustice Cannabis is an Equal Opportunity Employer.
