Job Description

Position is posted on a continuous basis until a sufficient amount of qualified applications are received.  Applicants who are interested in the position are encouraged to submit an application promptly; notice will not be announced prior to closing the posting. Performs a variety of routine and complex technical work in connection with the duty to enforce all of the provisions of the Florida Building Code, Miami-Dade County Code and other related codes. Works under the general supervision of the Building Official and Chief Building Inspector. This position is classified as a non-exempt, full-time position with a 40 hour work week. Essential Functions: * Reviews residential and commercial construction plans and documents for Compliance with the Florida Building Codes and other applicable codes. * Determines inspection and sub-permit requirements for permit submittals. * Determines applicable fees on permit submittals according to the permit fee schedule. * Verifies that the construction drawings comply with the HVHZ requirements of the Florida Building Code and complies with the Building, Residential, Existing and Accessibility volumes of the Florida Building Code. * Receives and responds to inquiries from property owners, contractors, architects, engineers and business owners regarding codes and review procedures. * Performs general administrative office work as required, including but not limited to attending meetings, preparing reports and correspondence, copying and filing documents, answering the phone, etc. * Interacts and communicates with supervisors, co-workers and customers of the Department. * Operates a vehicle and a variety of equipment including a computer, calculator, copier, telephone, etc. * Enforces and explains pertinent sections of the applicable codes. * Assists in researching and resolving complex and sensitive customer service issues, either in person, by telephone or in writing. * Maintains records and documents of customer service issues and resolutions. * Maintains high ethical, moral standards. * Performs any additional duties as assigned by the Building Official or Chief Building Inspector. * The minimum requirements may be waived by the City Manager Additional Duties: * Performs other related job duties as assigned. MINIMUM EDUCATION AND TRAINING * An Associate's degree, supplemented by five (5) years of related experience. * Standard Certification by the State of Florida Department of Business and Professional Regulation as a plans examiner. Provisional certification in those categories will be acceptable for the period allowed prior to obtaining standard certification. * Must meet the licensing qualifications set forth in Article II Chapter 8, Section 8-21 of the Code of Miami-Dade County for Plans Examiner and have or be able to obtain a certificate from the Miami-Dade County Board of Rules and Appeals. * Must meet one of the following requirements: * Possess a current Florida Professional Engineer license; or * Possess a current Florida Registered Architect license; or * Possess a current certification as a General Contractor issued by the Florida Construction Industry Licensing Board and standard certification by the State of Florida Department of Business and Professional Regulation as a plan examiner and inspector. Provisional certification is acceptable for the period allowed by Florida Statute 468 prior to obtaining standard certification; or * Possess a current General Contractor Certificate of Competency or Certificate of Eligibility issued by the Miami-Dade County Construction Trades Qualifying Board and standard certification by the State of Florida Department of Business and Professional Regulation as a plan examiner and inspector. Provisional certification is acceptable for the period allowed by Florida Statute 468 prior to obtaining standard certification.  * Certified Floodplain Manager certification is highly desired. * Must possess a valid driver license with an acceptable driving record.  MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED Knowledge, Skills and Abilities: * Apply technical knowledge and follow proper processing procedures to examine permit documents. * Ability to detect deviations from plans, regulations and standard construction practices. * Communicate clearly and concisely, both orally and in writing. * Ability to meet and deal with the public in an effective and courteous manner. * Must be fluent in the English language.  Ability to communicate in Spanish is a plus. * Applicants must complete all requirements established by the City of Doral for employment.  This may include, but is not limited to, a written examination, a psychological exam, a polygraph examination, a comprehensive background investigation and a job-related medical examination including a drug/alcohol screening test. * Ability to get along with others and work effectively with the public and fellow workers. * Ability to use small office equipment, including copy machines or multi-line telephone systems. * Ability to use computers for data entry. * Ability to use computers for word processing and/or accounting purposes. * Ability to use highly technical computer applications, such as GIS or CAD. * Must be a non-smoker. * The minimum requirements may be waived by the City Manager. Physical Requirements: * Ability to climb, finger, grasp, lift; make rational decisions; make repetitive movements with the hands; express ideas through speaking accurately and concisely; use visual acuity to perform activities such as viewing a computer terminal or making general observations of facilities. * Ability to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push or otherwise move objects, including the human body. Work Environment: * Work is performed in both office and field settings * Regular exposure to construction sites and outdoor weather conditions * May require attendance at emergency response situations * Standard work week is 40 hours; however, extended hours may be required during peak periods or emergencies * Must be available for on-call duty and emergency response as needed * Work involves interaction with diverse groups including City officials, developers, contractors, property owners, and the general public *  May be exposed to stressful situations involving code violations, disputes, or emergency situations
