All other applicants will NOT be considered* Duties Help OMB is looking for energetic professionals with expertise in Talent Acquisition (GS and SES), Data Analytics, Learning & Development, and Workforce Effectiveness to advance strategic human capital initiatives that create significant impact. Candidates for the Talent Acquisition role must possess a comprehensive understanding of special federal hiring authorities, such as Schedule A, VRA, Pathways, and other non-competitive hiring options, and demonstrate their effective application throughout the recruitment process. As a (Detail) Human Capital Specialist, GS-0301-12/13/14, your typical work assignments may include the following: * Provides strategic human capital guidance and consultative support to OMB policy and management officials on a broad range of HR and workforce issues. * Supports GS and SES hiring, including job analysis, assessments, and applicant evaluation. * Analyzes workforce data to identify trends and inform planning and organizational effectiveness. * Develops clear reports, dashboards, and briefings that communicate workforce insights to leadership. * Assists with designing, implementing, and evaluating learning and development programs. * Researches best practices and contribute to human capital policy development and leadership briefing materials. * Participates in cross-functional projects to improve HR processes and enhance the employee experience. * Provides guidance on employee relations matters, including conduct, performance expectations, and workplace concerns. Qualifications MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised. AND SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: For the GS-12: Must currently hold a GS-12 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement. For the GS-13: Must currently hold a GS-13 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement. For the GS-14: Must currently hold a GS-14 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.
