ECS is seeking a Director of Business Development - Law Enforcement to work in our Arlington, VA office. ECS Federal is seeking a results-driven Business Development Director to lead growth across our Federal Law Enforcement portfolio, with emphasis on the Department of Justice (DOJ), Drug Enforcement Administration (DEA), and associated components.This leader will be responsible for identifying, shaping, and capturing new business opportunities aligned to ECS's capabilities in cybersecurity, data analytics, digital transformation, and mission IT supporting law enforcement and investigative missions.The ideal candidate brings a proven track record of winning and capturing complex federal opportunities, established relationships across DOJ/DEA, and a deep understanding of law enforcement mission priorities and acquisition environments.Key Responsibilities:Strategic Growth LeadershipDevelop and execute a targeted growth strategy for DOJ, DEA, and related law enforcement agenciesBuild and maintain a qualified pipeline aligned to annual bookings and revenue objectivesIdentify emerging mission priorities and align ECS offerings to evolving agency needsOpportunity Identification & CaptureLead the full business development lifecycle from early opportunity shaping through contract awardDevelop win strategies, value propositions, and competitive positioning for priority pursuitsDrive teaming strategies, including partnerships with large and small business collaboratorsSupport and/or lead capture efforts for high-value, complex procurementsClient Engagement & Mission AlignmentEstablish and grow relationships with senior government leaders, program managers, and acquisition officialsPosition ECS as a trusted partner supporting law enforcement, investigative, and intelligence-driven missionsEngage in industry events, DOJ/DEA forums, and customer meetings to expand ECS visibilityMarket & Competitive IntelligenceConduct ongoing analysis of competitors and procurement trendsIdentify and influence opportunities early in the acquisition lifecycleShape requirements and acquisition strategies to align with ECS strengthsCross-Functional CollaborationPartner with delivery, technical, and innovation teams to develop differentiated, mission-aligned solutionsWork closely with capture, pricing, contracts, and proposal teams to drive successful submissionsSupport executive reviews, gate decisions, and strategic planning activitiesBachelor's degree (Master's preferred in Business, Public Administration, Technology, or related field)16+ years of federal business development experience, with focus on DOJ, DEA, or federal law enforcement agenciesDemonstrated success capturing and winning $50M+ federal contracts, including IDIQs and task ordersStrong, existing relationships within DOJ components (e.g., DEA, FBI, ATF, USMS, etc.)Deep understanding of federal procurement processes and contract vehicles
