Position(s) Required: 1-Business Analyst-Level II Hybrid Interview: Webex Designated Work Location: 40 North Pearl, Albany NY Anticipated Duration of the Engagement: 14 months Mandatory Qualifications: Level II- Between four (4) and seven (7) years of experience as a Business Analyst 4- 5 years of client focused business and requirements analysis experience and documentation including: Conducting and leading requirements gathering sessions; Analyzing requirements gathered; Identifying, documenting, and validating system requirements for continuous integration and deployment; Preparing proposals for best fit technology based on requirements elicited. 4 - 5 years of experience working on enterprise level software development projects with an active role in working with customers, technical team, and other Business Analysts Desirable Qualifications: 4- 5 years of experience identifying, documenting and validating system requirements across multiple agencies, with a focus on the Human Service domain including eligibility, enrollment, case management, and financial management of SNAP, HEAP, PA, & Child Care. 4-5 years of experience identifying, documenting and validating system requirements on a mainframe modernization project covering multiple complex functional domains. 4-5 years of experience implementing web-based, client-facing applications. 4 -5 years of developing JIRA boards, Sprint planning, use cases, user stories, screen prototypes, specifications, and experience with requirements management tool similar to Blueprint. 3 years' experience playing multiple roles – such as Business analyst & tester. Assisting with plan, roadmaps, sprint planning and working on initiative assigned by reporting manager. Duties/Responsibilities: Work closely with the Functional Manager of the project to manage the team of Business Analysts, organize project artifacts including assignments and schedules, perform reviews of project artifacts, create ouput work packages for stakeholder review, and schedule and facilitate meetings. Conduct requirements analysis of the State systems and document requirements to assist in implementation of IES. Initial focus will include participating in analysis of the existing State systems and business processes, executing quality control tasks as related to accuracy of the information and consumability of outputs by IES business partners to inform the To Be system business rules, identifying rules to carry forward into the To Be system and those that will be retired in collaboration with agency business partners working within the guiderails of the project scope. Identify and document As Is and To Be system requirements and design using the IES prescribed business analysis methodology, processes, toolkit and tools including but not limited to context diagrams, process flows, use cases, requirements traceability matrix, user interface specifications and mockups. Meet with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to elicit requirements. Produce work products that reflect and ensure system planning, design, and delivery are in line with business needs. Conduct work product peer reviews and assist in internal review process. Understand and adhere to project timelines and priorities. Work with blended teams of State and vendor resources.
