Position is located in Washington, D.C.Contract AdministrationPrepare contract modifications and/or TO modifications to reflect TO changes and negotiated proposals.Prepare contract documentation to include Pre- and Post-Award Negotiation Memoranda, Determination and Findings, and Brand Name Only or Single Source Justifications as well as proposal, funding, and cost/fee tracking spreadsheets.Definitize contracts, delivery orders, task orders, dispute resolutions, resolution of Requests for Equitable Adjustments and other Post-Award activities to include close-out activities.Recommend and assemble lessons learned documentation and produce contract administration instructions for CORs.Pre-Award SupportPrepare Requests for Proposals (RFPs) for new TOs or modifications to the prime contracts for review and approval by COR and CO.Review and provide recommendations to the SOW and pricing/evaluation requirements.Review Contractor proposals, develop discussion questions, provide technical assessment and recommendations, and complete documentation recommending an award decision.Assess and review contract evaluation plans and coordinate with the contracting team to handle the workload associated with evaluating all the proposals for each task.Review negotiating positions and counter- offers and provide recommendations to the CO.Conduct market surveys in support of any planned new procurements.Review Screening Information Requests (SIRs) for any planned new procurements and provide recommendations to the CO.Prepare high quality presentations inclusive of slides, charts, graphs, and handouts for pre-proposal or pre-negotiation meetings.Review industry feedback and prepare responses to questions from prospective offerors, and submit to the CO for review. Review management, technical, and/or cost proposals for Section L compliance, and draft evaluation documentation to provide recommendations for change proposals or source selection evaluation processesDelivery/TO/Contract Closeout SupportProvide day-to-day TO/contract/agreement administration and management support. Perform Post-Award procurement functions supporting the Customer Organizations. Perform file and records maintenance, prepare inputs to administrative modifications, conduct invoice review and analysis, prepare funding summaries and analysis, and coordinate with the Government staff to close-out and archive procurement actions. Provide cost and price analysis and perform financial reconciliation reporting in support of contract and/or TO close-out. Review TO close-out documents, reports and vendor submittals and provide recommendations to ensure the settlement of any outstanding payments and claims, change orders, or value engineering change proposals.Perform close-out evaluation reviews, provide recommendations for contract deliverables and contract requirements, and validate satisfactory completion.Review completion voucher(s) to ensure costs claimed are reasonable and consistent with the work performed and provide recommendations to CO and COR.Prepare close-out status reports, letters to vendors, and close-out forms and submit to the CO and COR for review and approval.Job RequirementsJOB REQUIREMENTS AND SKILLS: Must have a minimum of 10 years of relevant experience in acquisition program management with demonstrated experience in advising the implementation and management of major federal acquisitionsStrong verbal and written communication skillsExpert in the Microsoft Office Suite of ProgramEDUCATION/CERTIFICATIONS:Bachelor's Degree Required with a major in any field that included or was supplemented by; at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management SECURITY CLEARANCE:Active Public Trust InvestigationWe are equal opportunity/affirmative action employers, committed to diversity in the workplace.
