This position provides technical and managerial leadership for capital projects across a wide range of municipal infrastructure, including streets, stormwater systems, water production, water reclamation, water and sewer field operations, and facilities maintenance. The Public Works Engineering Manager is also responsible for overseeing development engineering reviews to ensure compliance with City standards and regulations, and for supervising and mentoring engineering staff. This position works closely with Public Works leadership, other City departments, consultants, contractors, and regulatory agencies to ensure projects are delivered on time, within budget, and in alignment with City goals. ESSENTIAL JOB FUNCTIONS (ILLUSTRATIVE ONLY) Plan, manage, and oversee the Public Works Department's Capital Improvement Program, including project prioritization, scheduling, budgeting, and delivery.Provide engineering oversight for capital projects involving transportation, stormwater, water and wastewater infrastructure, and City facilities.Manage all phases of capital projects, including planning, design, permitting, bidding, construction, inspection, and closeout.Coordinate with consultants, contractors, utility providers, and regulatory agencies to ensure projects meet applicable codes, standards, and permitting requirements.Review and approve engineering plans, specifications, cost estimates, and construction schedules.Oversee development engineering reviews, including site plans, subdivision plans, utility plans, and drainage designs, to ensure compliance with City standards and development regulations.Serve as a technical resource for Public Works staff, providing guidance on engineering practices, design standards, and regulatory requirements.Supervise, train, and evaluate engineering staff, including assigning work, setting performance expectations, and supporting professional development.Assist with preparation and administration of the Public Works capital budget, including grant-funded and alternative funding projects.Meet with citizens, neighborhood groups, and stakeholders to explain public works projects, address concerns, respond to inquiries, and provide technical information related to infrastructure improvements and development activities.Prepare reports, presentations, and recommendations for City leadership, boards, and City Council as needed.Ensure compliance with federal, state, and local regulations, including FDOT, FDEP, and other applicable agencies.Support long-range infrastructure planning efforts and asset management initiatives.KNOWLEDGE, ABILITIES AND SKILLS:Thorough knowledge of municipal public works engineering principles and practices.Strong understanding of capital project delivery, construction management, and contract administration.Knowledge of development review processes, land development codes, and utility and drainage design standards.Ability to manage multiple complex projects simultaneously and meet deadlines.Strong leadership, communication, and interpersonal skills.Ability to interpret engineering plans, specifications, and technical reports.Proficiency with project management tools and standard engineering software. EDUCATION & EXPERIENCE Bachelor's degree in civil engineering or a closely related engineering field.Minimum of five (5) years of progressively responsible engineering experience, including capital project management in a municipal or public-sector environment.Prior supervisory or project leadership experience is requiredLicenses and CertificationsRegistration as a Professional Engineer (P.E.) in the State of Florida, or ability to obtain Florida licensure within a specified timeframe.Valid Florida driver's license with acceptable driving record. SPECIAL REQUIREMENTS Must possess a valid Florida Operator's driver's license. This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City's current Drugs and Alcohol policy. During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members.
