The Office of the Assessor is seeking qualified candidates to fill emergency Assistant Property Assessment Specialist vacancies related to this unprecedented natural disaster.Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.Those who successfully pass the assessment will be considered for permanent appointment to Assistant Property Assessment Specialist. Essential Job Functions Retrieving documents and conducting basic legal research of property conveyances, utilizing various Ownership software and databases, in order to determine reappraisal status of real property.Interpreting change in ownership provisions of the Revenue and Taxation Code in order to determine whether a transfer results in a reassessable event or a legally recognizable exclusion applies.The retrieval of documents and preparation of Assessment Appeals cases regarding change in ownership on behalf of the Office of the Assessor.Conducting legal research using web-based research tools, law library resources, court databases, and departmental databases and by preparing analyses to answer inquiries from staff, management, the public, and other County agencies.Receiving, reviewing, and processing subpoenas served on the Department for legal compliance.Searching, collecting, and preparing documents to comply with Public Records Act (PRA) requests and certifying that documents are true and correct.Reviewing historic preservation contracts submitted by cities to determine if the requirements for Mills Act valuation are met, and routing to appraisal staff for further review or, where necessary, corresponding with municipalities and property owners. Processing Legal Entity Ownership Program (LEOP) penalties which includes providing notification to property owners, imposing the penalties, preparing for and attending appeals hearings, and processing any abatements.The preparation and presentation of the Legal and Legislative Training by reviewing new case law and recent legislation.Additional Functions:Participates in conferences with attorneys, property owners, and public agencies to answer questions and resolve issues or disputes regarding determinations as to change in ownership.Testifies at Assessment Appeal hearings on behalf of the Office of the Assessor regarding change in ownership issues.Provides telephonic and in-person public service to members of the public at the Kenneth Hahn Hall of Administration.
