BLDG. PERMIT CONCIERGE ASST. CLAYTON COUNTY, GEORGIA CLASSIFICATION SPECIFICATION CLASSIFICATION TITLE: BUILDING PERMIT CONCIERGE ASSISTANT PURPOSE OF CLASSIFICATION: The purpose of this classification is to provide front counter customer service support to the Building Permit Concierge Group (CSCG) Division within the Community Development Department. Work involves greeting customers and directing them to appropriate department staff and/or outside departments for assistance, educating customers on the service delivery process, tracking and preparing data reports, ensuring all permits & licenses are issued each day, preparing and/or typing records and correspondence, performing data entry, assisting callers and customers. This position reports directly to the Building Permit Concierge Manager and works closely with other Division staff, as appropriate. ESSENTIAL FUNCTIONS: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. All duties may not be performed in all departments. Other duties may be required and assigned. Greets customers and visitors, answers department telephones, provides assistance to customers on the phone and in person regarding department services and procedures, ensures prompt customer service for customers in lobby, refers callers to the Building Permit Concierge Group as appropriate, and takes messages. Tracks license and permit data and provides regular reports for Concierge Manager and Department Directors. Creates and maintains spreadsheets documenting on-going inquiries that need to be resolved. Assist in ensuring accurate data entry into the permit, license and zoning database. Reviews permit applications for accuracy/completeness; discusses permit applications with contractors/customers; verifies proper business licensure; calculates permit fees. Maintains inventory of department supplies; stocks and arranges supplies; initiates request for new/replacement materials. Issues permits for commercial/residential construction projects; issues building permits, electrical permits, plumbing permits, and HVAC permits; issues house moving permits, house moving performance bonds, and lot cleanup bonds; issues temporary electric and temporary gas forms. Ensure all plans received are submitted with digital plans and attached to the appropriate record. Posts final inspections into computer; verifies final approvals; prepares final inspection approvals and faxes to proper utility companies. Archives architectural plans and coordinates transfer of records to the archive's division. Assist business license division during renewal season. Opens all departmental mail, distributes inter-office and external mail to proper staff members and or sections, and prepares outgoing mail. Receives, receipts, and monitors money received for department programs, fees, services, and other income sources. Prepares deposits and forwards to the Finance department as appropriate. Issues permits, tags, or decals as appropriate. Enters information into department programs and databases; updates database information; Researches information from databases and incorporates into other assignments. Provides information to personnel from other departments, County Officials, customers, patrons, contractors, engineers, and the general public regarding department programs, projects, land development plans, County policies and procedures, guidelines, etc. Facilitates public relations and a positive department image through contacts with the public, customers, patrons and local and County officials. Prepares and sends press releases for scheduled programs. ADDITIONAL FUNCTIONS: Assists other department clerical personnel as needed. Serves as back up to other staff members as needed. Performs other related duties as required. MINIMUM QUALIFICATIONS: High school diploma or GED; supplemented by two (2) years of experience providing clerical support; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Proficient in the use of personal computers. ADA COMPLIANCE: Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
