Work ArrangementThis is an onsite position.Job OverviewAEVEX Aerospace seeks an experienced detail-oriented Subcontract Administrator to support multiple business units in a dynamic and fast paced manufacturing environment. This role is a full time, on-site position. The Subcontract Administrator works with the AEVEX team of procurement professionals, in support of DoD programs, to assure compliance with applicable procedures, regulations and legal requirements including FAR/DFARs and International Traffic and Arms Regulations (ITAR). We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. Candidate must have knowledge of various contract types, knowledge and application of TINA and CAS, along with good verbal and written communication skills. Under limited supervision, the Subcontracts Administrator is responsible for activities that span the entire procurement cycle, including but not limited to: negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities.Essential FunctionsResponsible for review and negotiate contracts with vendors and suppliersResponsible for Proposal support of multiple business unitsResponsible for source selection and finding suppliers and vendors that meet the goals of the companyAccountable for establishing and maintaining procurement parameters in MRP systemResponsible for supporting make v buy recommendations consistent with business make v buy strategyResponsible for developing sound, cost-effective strategies for the purchasing of goods and services used across business unitsResponsible for Maintaining relationships with suppliers while continually scouting for additional vendorsAccountable for evaluating spending operations while seeking ways to improve and enhance the quality of products purchased and the timeliness of deliveriesResponsible for communicating with management regularly regarding the efficient flow of goods and services affecting productionAssure compliance with applicable procedures, regulations and legal requirements including FAR/DFARS and International Traffic in Arms Regulations (ITAR).Negotiates NDA's and Teaming Agreements Terms and Conditions and Proposed PricingCreates RFP solicitations in accordance with Government and AEVEX requirements, and ensure responses meet all TINA requirements.Evaluates supplier proposal responses and performs detailed proposal analyses, source selections.Analyze risks and identify risk mitigation.Acts as primary interface between subcontractors and the programs being supported for all subcontracts related issues, regularly interacts with program management, contracts, project control, finance, business development.Administers subcontracts of various types (FFP/Cost-type, etc.) and complexity, assuring compliance with AEVEX procurement procedures and contractual obligations for price, delivery, quality, and performance.Accountable for conducting cost analyses and setting benchmarks for improvementResponsible for working closely with the company legal department to make sure contracts and terms are favorableEnsure supply chain processes meet legal requirements and standardsInterfaces with Supply Chain Staff, Production, Engineering, Quality, Logistics, Senior Level Management, Accounts Payable and Contracts - Is a key and integral member of Integrated Product Teams (IPT's)Perform other duties as required.Standard Essential FunctionsRegular and reliable attendance on a full time basis [or in accordance with posted schedule].Responsible for exhibiting professional behavior with both internal and external business associates that reflects positively on the company and is consistent with the company's policies and practices.Embodies AEVEX's cultural values and aligns daily actions with department goals and company culture.Qualifications and CompetenciesStrong understanding of contract law, negotiation techniques, and risk management principles.Excellent written and verbal communication skills.Proficiency with contract management software and Microsoft Office Suite.Working knowledge of FAR/DFARSWorking knowledge of Government Property AdministrationWorking knowledge of Non Disclosure Agreement (NDA) applicabilityProficiency in word processing, electronic spreadsheet, analysis techniques.Education / CertificationsBachelor's degree in business administration, contract management, supply chain management, or related field.Master's Degree PreferredA certificate in one or more of the following areas is desired:Certified Purchasing Manager (C.P.M.)Certified Supply Chain Professional (CSCP) designationCertified in Logistics, Transportation and Distribution (CLTD) programCertified in Production and Inventory Management (CPIM) program.Experience5 or more years of experience as a Subcontract Administrator in manufacturing environment.3-5 years applicable experience in the DoD/Federal industry and/or in positions with equivalent experience.Experience with CPSR audits.Experience in Hybrid Commercial / FAR compliant environment a plus.Experience with enterprise resource planning programs can make a potential Supply Chain Manager more competitive.Physical RequirementsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
