Description Roanoke Fire-EMS, an Internationally Accredited ISO Class 1 Fire-EMS Department, is seeking candidates for the position of Lieutenant/Assistant Fire Marshal. Employees in this classification serve as a fire inspector/investigator for an assigned zone of the City of Roanoke while also supporting fire investigation activities as needed. The Assistant Fire Marshals enforce the Statewide Fire Prevention Code, issuing citations and summonses as necessary for enforcement. Assistant Fire Marshals are also responsible for conducting both cause and origin and criminal investigations of fires, explosions, or other incidents. Ideal candidates are highly energetic and strongly motivated with a passion for fire prevention and fire investigation activities. Candidates should have fire inspection and investigation experience, but current full-time employees of Roanoke Fire-EMS will be considered without this experience, but will be required to obtain all required certifications to maintain appointment. Candidates familiar with the City of Roanoke are encouraged to apply. Performs responsible protective and technical service work in the Fire Marshal's Office of Roanoke Fire - EMS Department. Enforces the Statewide Fire Prevention Code and the City Fire Prevention Code through fire code enforcement inspections, operational permit inspections and complaint investigations; issues citations and summonses as necessary for enforcement. Provides fire code interpretations and consultations to members of the public; surveys buildings and makes recommendations for egress planning, fire extinguisher locations, and general fire prevention practices. Performs plan reviews on comprehensive site plans, fire protection system plans, and fire detection system plans. Delivers public fire and life safety education to members of the public. Investigates and determines origin and causes of fires and provides testimony on same. Assists in the work of extinguishing fires and/or related EMS operations related to incident. Examples of Duties SUMMARY Performs responsible protective and technical service work in the Fire Marshal's Office of the Roanoke Fire-EMS Department. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Enforces the Statewide Fire Prevention Code and the City Fire Prevention Code through fire code enforcement inspections, operational permit inspections and complaint investigations; issues citations and summonses as necessary for enforcement. Provides fire code interpretations and consultations to members of the public; surveys buildings and makes recommendations for egress planning, fire extinguisher locations, and general fire prevention practices. Delivers public fire and life safety education to members of the public through fire safety lectures and demonstrations. Investigates and determines origin and causes of fires and provides testimony on same; reviews and provides feedback on investigations conducted by other department members. Conducts criminal investigations relating to crimes involving fire, arson, explosions, or the environment after completion of required training. Makes arrests in accordance with law and policy, testifies in court proceedings as required. Assists in the work of extinguishing fires and/or related EMS operations related to incident. Subject to call back as well as a routine on call schedule to include nights, weekends, and holidays. SUPERVISORY RESPONSIBILITIES May indirectly supervise the work of fire investigators. Typical Qualifications QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE High school diploma or general education degree (GED) supplemented by formal training in fire prevention methods and techniques, and origin and cause investigation methods and techniques; and three to five years related experience and/or training in fire suppression, fire prevention, EMS and fire/arson investigation work; or equivalent combination of education and experience Supplemental Information LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of an organization. Bilingual applicants strongly encouraged. REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. CERTIFICATES, LICENSES, REGISTRATIONS Required: * Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia. * One of the following two options: * Firefighter I/II and EMT-Basic, OR * VFMA or DCJS Law Enforcement certification and Firefighter I/II within 24 months of hire and EMT-Basic within 36 months of hire Preferred/Must Obtain * VFMA Fire Inspector 1031 or equivalent (or obtain within twelve months of hire or as class schedule allows) * VFMA Fire Investigator 1033 or equivalent (or obtain within twelve months of hire or as class schedule allows ) PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
