PMO Manager

Our client is seeking a Construction PMO Manager to support federal government construction contracts across the Asia, Pacific, and Indian Ocean (APAC) regions. This is a net-new leadership role responsible for establishing and overseeing a centralized Program Management Office (PMO) that provides shared services across multiple active construction contracts.This role sits within the APAC Engineering Services organization and reports directly to the Director of Operations. The Construction PMO Manager will lead a team of 15-20 shared-services professionals, including 2 supervisors/managers, and indirectly support multiple Project Managers executing self-perform construction work overseas.The position blends hands-on execution with strategic leadership, requiring someone who can roll up their sleeves, build structure, improve integration, and drive organizational change - not just talk about it.Key ResponsibilitiesPMO & Shared Services LeadershipEstablish, lead, and mature a construction PMO tailored to federal and overseas construction programsOversee shared services across:Program-level accountingContractingHREstimatingProcurementOther administrative and operational support functionsManage and develop a 15-20 person team, including 2 supervisors/managersPortfolio & Program OversightProvide governance and structure across multiple concurrent construction contractsMaintain program pipelines aligned to operational priorities and growth strategyEnsure consistent execution across schedule, cost, quality, safety, and complianceProject Controls & ReportingOversee project controls including:Cost managementRisk and issue trackingForecasting and performance monitoringProduce weekly operational dashboards and monthly executive portfolio reportsDistill actionable insights from data and help teams lead proactively rather than react to trailing indicatorsOrganizational Integration & Process ImprovementImprove integration of shared services across project teamsDefine, document, and standardize processes and proceduresLead change initiatives to improve how teams operate and collaborateSupport a shift toward self-sufficient APAC operations, distinct from corporate engineering modelsStakeholder & Government InterfaceServe as a senior liaison to:U.S. government stakeholdersProgram and contract representativesInternal leadership and corporate support teams in the U.S.Ensure compliance with contractual and regulatory requirements across all programsBusiness Growth SupportContribute to business development efforts by:Supporting proposal strategiesDemonstrating PMO maturity and delivery capabilityHelping position the organization for new federal construction awardsWe are a company committed to creating diverse and inclusive environments where people can bring their full, authentic selves to work every day.
