In addition, we strive to provide opportunities for professional development and growth within our team.We are proud to serve our community as Washington's Working Port!The Environmental Technician I is responsible for the day-to-day regulatory and permit compliance of the Port's industrial wastewater, stormwater, air emissions, and hazardous waste. This includes conducting sampling, site inspections, documenting issues and implementing best management practices. This position also conducts air emissions opacity readings when necessary and assists with the Port's spill prevention, control, and countermeasure plan. Essential Functions Stormwater (45%):Assist in compliance with industrial stormwater permit and implementation of the SWPPP.Conduct stormwater sampling and accurately document laboratory and field analytical results.Conduct stormwater inspections for SWPPP compliance such as cargo operations, monthly facility wide inspections, and/or stormwater systems. Take corrective actions if necessary, resulting from monthly inspections or benchmark exceedances and facilitate implementation of corrective actions; conduct follow-up inspections, if required, until resolved.Assist/facilitate implementation, management and maintenance of industrial stormwater BMPs.Assist/facilitate implementation of construction stormwater BMPs as needed. Occasional work is conducted outside of business hours (including weekends) for sampling.Wastewater (20%): Day-to-day management and operation of the port's industrial wastewater treatment plant (IWTP), ensuring clarified wastewater meets permit levels, sampling discharges, and facilitating maintenance and improvements.Assist in annual facility assessment to inform annual budgetary considerations.Assist/facilitate implementation of IWTP maintenance and improvements.Document laboratory and field analytical results; record plant performance, maintenance, and events; support reporting to agency. Conduct inspections on cargo operations for wastewater permit compliance and determine if corrective actions are necessary. Occasional work is conducted outside of business hours (including weekends) for wastewater processing.Communication (10%): Daily logs including notes of observations.Daily communication with operations and maintenance departments regarding environmental concerns, scheduled maintenance, and inspection results and next steps.Escort outside agencies within port property during scheduled and unscheduled inspections.Escort contractors and other visitors and liaise with them, the Port and its tenants, to minimize impact on operations at the Port.Daily communication with Environmental Tech II and Environmental Field Manager regarding observations, project timelines, and potential risks.Operations (5%): Develop working relationships with various departments and other port employees to ensure compliance with permits and regulations.Assist in developing best management practices and standard operating procedures for current and future operations.Daily awareness of cargo operations and projects occurring on port property.Hazardous Waste (5%):Manage collection and temporary storage of hazardous waste.Assist in designating waste type through generator knowledge, sampling, and laboratory analysis, and arranging for proper disposal.Assist in documentation management and annual reporting.Opacity (5%):Conduct visible emissions (opacity) readings, document the readings, and communicate the results. Inform Operations and Environmental departments in the event of an emission exceedance. Maintain EPA Reference Method 9 certification for reading opacity.Administrative (5%): Create, store, retrieve, replace, and maintain documents in an organized fashion.Coordinate with and assist procurement department to ensure supplies and materials are available and ready for use when needed.Spill Prevention, Control and Countermeasure Plan (5%):Conduct monthly inspections for plan compliance; facilitate implementation of corrective actions; determine if follow-up inspections will be required until resolved.Assist in updating the SPCC plan when required.Coordinate with port staff and labor to implement new requirements or corrective actions.Keep spill kits and inventory adequately stocked with spill response materials.Be on spill phone rotation; must have the ability to be called in 24-hours a day for emergency and spill purposes. Qualifications Bachelor's degree in environmental sciences (biology, geology, and chemistry) or related field5+ years' experience in wastewater, stormwater management, or hazardous wasteA combination of education and experience will be considered. Supplemental InformationKnowledge and Skills: Understanding and familiarity of handling, documenting, storing, designating, and transporting of hazardous waste.Working knowledge of Washington State Hazardous Waste Regulations.Working knowledge of Washington State Industrial Stormwater Regulations and Stormwater best management practices.Working knowledge and experience in water quality and sampling protocols for stormwater and wastewater.Working knowledge of permit requirements and compliance actions for stormwater, wastewater, and air permits.Understanding implementation requirements and compliance actions for hazardous waste and SPCC regulations.Strong analytical and data interpretation skills.Excellent time management skills and dedication to meeting deadlines.Excellent organizational skills, attention to details with a high degree of accuracy in data entry.Self-initiated problem solver who works well both independently and collaboratively within a team environment. Proficient in Microsoft Office suite or related software.Working Environment: Work is performed in both an office environment and at various outdoor and industrial locations where adverse weather conditions, uneven ground, exposure to moving machinery and moderate to loud noises are common. Required to wear appropriate PPE, including goggles, Tyvek® suite, and hearing protection. After business hours or weekend work may be required for operations, spill response, and permit compliance. Physical Requirements: Remain in a stationary position 50% of the time. Occasionally move around the office to access file cabinets, office machinery, etc. Repetitive use of hands or fingers to handle, control or feel objects or equipment, such as a computer. Lift and/or move up to 50 pounds. New hires typically start between 85-90% of the midpoint. Midpoint for this position is $78,022.*This position will be opened until filled. First review of applications will be March 23rd, 2026.The following is an overview of the benefits available to administrative employees of Port of Longview: Vacation: Full-time Port employees earn 96 hours of paid annual leave during their first year of employment. This rate is increased to a maximum of 240 hours per year, depending upon length of service. Sick Leave: Sick leave is accrued by full-time Port employees at the rate of 8 hours per month. Holidays: Employees receive 11 paid holidays (at 8 hours each) annually, plus floating holidays. Retirement: Eligible Port employees are mandatory members of the State of Washington Public Employees Retirement System (PERS). New employees have a choice between PERS Plan 2 and PERS Plan 3. Both the Port and the employee contribute to the system. Deferred Compensation: Employees may participate in by making contributions to this tax-deferred retirement account. Insurance Plans: Each fulltime employee is covered by full-family insurance (if eligible), paid for by the Port. This insurance includes medical, dental and vision coverage. Group Life Insurance: The Port provides coverage to fulltime employees in the amount of 200% of your annual salary, to a maximum of $400,000 life insurance.
