Fire Plans Examiner II General Functions Performs technical and administrative work involving plan examination and review of new, existing, and altered buildings and structures to ensure compliance with the State and local fire codes, ordinances and regulations. Employees in this position possess significant knowledge of fire and life safety codes, building construction methods, materials, and principles, as well as applicable County, regional, and State regulatory practices. Employees have experience in most aspects of fire plans review, and can work independently on all but the most complex types of reviews. Work is performed with some level of independence and is reviewed by the Assistant Fire Marshal. Work involves technical fire and life safety plan review of commercial and residential building plans, prior to the issuance of a permit. Provides guidance to other Fire Marshal staff as needed. The following are representative duties, it is not the intent to capture all duties performed by this classification. * Performs detailed reviews of basic types of construction plans and documents to ensure compliance with State regulatory requirements, local adopted codes, standards, and ordinances. * Analyzes plans for automatic fire extinguishing systems, fire sprinkler systems, fire alarm systems, and site infrastructure. * Reviews and provides comments on construction plans and documents related to available water supply, needed fire flow, fire apparatus access, fire hydrant location and spacing, building marking and addressing and other fire protection and life safety requirements. * Interacts with developers, engineers, contractors, and property owners to explain Orange County Fire Rescue processes and procedures, code requirements, and discuss plan submittals under limited supervision. * Provides both verbal and written comments on construction plans and documents. Details concerns related to plans as necessary and returns plans for corrections and resubmission if needed. * Reviews specifications, and calculations as related to plan submittals. * Receives and reviews permit submittals for various other activities regulated within the Florida Fire Prevention Code, including but no limited to fireworks, explosives, public events, and trade shows. * Calculates and determines appropriate permit fees for plans review services based upon current fee structures. * Receives and maintains files of all submitted construction documents and plans, issues permits, and utilizes the Countywide Land Development Management System (LDMS) for project tracking. * Participates in meetings and collaborates with other County departments. * Enforces all state fire safety statutes and all fire safety provisions of the Florida Administrative Code and any and all other state rules in accordance with Florida State Statute 633 and Orange County Ordinance. * Utilizes computer for record-keeping, permit review and approval, and report-writing. * Educates public, building owners and contractors about fire safety codes, ordinances and standards. * Attends continuing education programs, reads and maintains awareness of current technical literature and trends in the industry, and maintains basic knowledge of departmental procedures, local codes, ordinances and/or standards. * Initially performs basic, less technical and simple fire plans review work under direct supervision of a preceptor or supervisor. The following are representative duties, it is not the intent to capture all duties performed by this classification. * Performs detailed reviews of various types of construction plans and documents to ensure compliance with State regulatory requirements, and locally adopted codes, standards, and ordinances. * Evaluates engineering designs as related to fire codes and standards compliance including automatic fire extinguishing systems, fire sprinkler systems, fire alarm systems, hazardous materials processes and storage, and site development. * Evaluates construction plans and documents as related to available water supply, fire apparatus access, fire hydrant location and spacing, fire protection features, and life safety using appropriates codes and standards. * Interacts with developers, engineers, contractors, and property owners to explain Orange County Fire Rescue processes and procedures, code requirements, and discuss plan submittals. * Provides both verbal and written comments on construction plans and documents. Communicates deficiencies or acceptance related to plans and documents.
