Job DescriptionPOSITION SUMMARYThe Property Operations Manager is responsible for oversight of and resource management for the day-to-day activity of a specified program (Public Housing, RAD, or Mixed Income) within the residential property portfolio. Through thorough understanding of Property Operations outcomes, this position will ensure that Private Property Management firms and/or Third-Party Owner entities operate CHA and/or privately owned property in accordance with federal, state, and local laws and regulations. Property Operations Managers will express their expertise and oversight primarily through focus on Property Operations and Program Administration.DUTIES AND RESPONSIBILITIESProperty Operations-direct interface with Property Management site staff to confirm and ensure adequate management operations at the site level through:Weekly, bi-weekly, monthly, and quarterly site visits for engagement and assessment of site staffEnsure that the buildings comply with city codes and ordinancesDirect engagement with Property Management teams on the groundResponse and engagement with resident leadership, as neededProviding vacant unit status confirmation and system updatesEnsuring rent collection standards are at appropriate levels, highlighting and escalating performance concernsMonitoring occupancy and leasing activity at the site level, highlighting and escalating performance concernsOversight of building projects through coordination of personnel and resourcesProgram Administration-ensures timely responsiveness of the Property Operations team members for internal and external requirements and obligations through:Triage for resident concerns, to ensure resolution through completion in coordination with the CHACE team and participation in coordination meetings Assuring all audits, reports, inspections, updates, and responses are performed and provided timelyEnsuring the timely and accurate completion of standard operational practices (MAT, MIR, grievances, etc.)Reviewing and monitoring PPM Tenant File Folder Audit practices to ensure compliance with HUD/CHA regulations.Completing tenant file reviews (as required by resident billing/ledger/processing concerns)QUALIFICATIONSBachelor's degree in Business or related field with a minimum of two (2) years of applicable experience or, applicable trainings and certifications along with a minimum of four (4) years of experience. Strong professional written and verbal communication skills. The ability to conduct research and prepare narrative reports and proposals. Software proficiency in Microsoft Suite and Property/Asset Management software. A valid driver's license, unrestricted insurability, and ability to travel within Chicagoland boundaries up to 75% of the time.
