Position Overview The Illinois Criminal Justice Information Authority is seeking to hire a Human Resources Manager. In this role, you'll guide key HR operations, strengthen our workforce practices, and help create a positive, efficient, and forward‑thinking workplace. You'll take the lead on SuccessFactors implementation, streamline hiring and onboarding processes, and use data‑driven insights to improve how we recruit and support talent. You'll also serve as a trusted partner in labor relations-helping leaders navigate workplace issues, interpreting policies and union contracts, and representing the agency in negotiations and disciplinary matters. As a hands‑on supervisor you will set goals, manage performance, and ensure smooth daily operations. You'll collaborate closely with leadership to define staffing needs, manage position descriptions, and maintain compliance across payroll, timekeeping, and leave management. With your expertise in HR systems and reporting, you'll help build tools that keep our processes transparent and effective. We invite all qualified candidates to apply. Essential Functions * Serves as the Human Resources manager and reports to the Human Resources Director * Serves as full line supervisor * Directs recruiting/onboarding staff relative to position description management * Provides expertise in the SuccessFactors system and in the development and maintenance of computerized reporting systems necessary for effective monitoring of postings, bidding, and interview activities * In absence of/or will serve as back up to the Human Resources Director * Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above Minimum Qualifications * Requires knowledge, skill, and mental development equivalent to four years of college, preferably with courses in business or public administration or human resources. * Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization Preferred Qualifications * At least 2 years of Human Resource management experience demonstrating increased leadership responsibilities over time * Prefers three (3) or more years of prior work experience with the Personnel Code, Rules, Position Classification Plan, Pay Plan, Comprehensive Employment Plan, Collective Bargaining contracts and Equal Employment Opportunity practices and procedures * Prefers two (2) or more years of demonstrated ability to develop and maintain cooperative working relationships with management, personnel, and employee representatives * Prefers two (2) or more years of prior experience in program planning, development, and implementation while maintaining highly confidential information * Prefers two (2) or more years of prior experience with the preparation of professional written and oral reports.
