Additionally, travel may be required to customer and subcontractor sites as well as other office locations. This position is with Highbury Defense Group, an Accelint company. We provide technical, cybersecurity, logistics, and program management support to US Department of Defense (DoD) and Department of State (DoS) agencies and select foreign governments and militaries. We are seeking a highly experienced Management Analyst to provide strategic advisory and operational leadership support within the Naval Information Warfare Systems Command (NAVWAR) enterprise. This role serves as a key partner to senior leadership, driving modernization initiatives, enhancing business operations, and ensuring the successful execution of complex C4I programs.The ideal candidate brings deep expertise in program management, financial analysis, and naval communications, along with a proven ability to operate in high-visibility, fast-paced environments supporting mission-critical systems.Duties & ResponsibilitiesLead enterprise-level modernization initiatives by streamlining and standardizing processes, while supporting strategic planning and implementing business operation best practices.Develop, maintain, and deliver a wide range of technical and programmatic documentation for senior leadership, including reports, analytical products, dashboards, and data visualizations using tools such as Microsoft Office Suite and SharePoint.Monitor and track the status of critical program processes for C4I systems, including Configuration Management (CM) and Certification & Accreditation (C&A).Support integrated program scheduling efforts by coordinating and analyzing Integrated Master Schedules (IMS) and conducting Schedule Risk Assessments (SRA).Provide financial management support for large-scale programs by analyzing cost drivers, assisting with resource allocation, and supporting long-term planning and Program Objective Memorandum (POM) submissions for budgets exceeding $100M.Serve as a primary liaison for Foreign Military Sales (FMS) and Security Cooperation programs, coordinating with international partners (e.g., FVEY, NATO) and internal stakeholders to track cost, schedule, and performance.Create, manage, and disseminate classified documentation at the TS/SCI level, including operations conducted on JWICS as required.Required QualificationsBachelor's degree or 15+ years of experience in naval communications or a related field.Minimum of 10 years of professional experience in program management, financial analysis, or operations research, with significant experience supporting the Naval Special Warfare (NSW) enterprise.Demonstrated success leading modernization and process improvement initiatives for C4I or communications systems.Direct experience supporting Foreign Military Sales (FMS), international agreements (e.g., FVEY, NATO), or security cooperation programs.Proven ability to manage complex project schedules and provide financial oversight for large, high-value programs.Experience contributing to Program Objective Memorandum (POM) submissions and long-term budget planning.Experience briefing and interfacing with senior government leadership (SES, O-6, and/or Flag-level officers).Expertise in operating and maintaining classified networks up to the TS/SCI level.Strong written and verbal communication skills, with the ability to manage multiple priorities effectively.Proficiency in Microsoft Office Suite (Teams, Outlook, Word, Excel, PowerPoint, SharePoint).Active security clearance.Preferred Qualifications Advanced degree in a business, engineering, or technical discipline.Direct experience operating within JWICS environments.Familiarity with Continuous Process Improvement (CPI) methodologies.Clearance Requirements Some positions will require access to U.S. National Security information. Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL).
