Supervise the staffing team, develop and implement training, and lead special projects. Coordinate functions across all units within the Human Resources Office and assist in developing and implementing strategic direction for the HR. Position participates in collective bargaining per M.S. 13.37. Responsibilities include: + Supervise and direct the DCYF Human Resources Staffing Team. + Coordinate organizational analysis, strategic planning, and job evaluation services for DCYF, by providing expertise, mentoring, and training. + Coordinate staffing and recruitment activities for DCYF. + Integrate the work of the staffing team with other units and programs within the HR Office.Participate in the development of HR planning materials and proposals, strategic planning, policy development, special projects and other duties as assigned. **Minimum Qualifications** **_**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_** Two (2) years of human resources (HR) experience that includes performing two or more of the following: + Experience performing job analysis and determining proper classification of positions. + Experience performing full cycle recruitment and selection. + Experience analyzing, interpreting, and applying federal and state personnel laws, rules, administrative procedures, and labor contracts and plans. + Ability to conduct compensation analyses, including internal equity reviews and external market benchmarking. **Preferred Qualifications** + Current or recent experience working in a Human Resources position within the State of Minnesota enterprise. + Knowledge of state laws, rules, policies, procedures, and contract/plans and how they related to classification, the recruitment and selection process, affirmative action, and equal employment opportunity. + Experience with SEMA4, recruiting Solutions and running background checks + Variety of experiences working effectively with others from different backgrounds and cultures. **Additional Requirements** It is the policy of the Department of Children, Youth, and Families that the individual selected for this position successfully complete a background investigation prior to employment, that may include the following components: + Reference check + Criminal Background check + Fingerprinting check (MNJIS/CJIS) + Driver's License Check + Personnel File Review: all current and former public sector employees + Additional assessment may be required during the interview process AN EQUAL OPPORTUNITY EMPLOYER Minnesota State Colleges and Universities is an Equal Opportunity employer/educator committed to the principles of diversity.
