They may be subject to change at any time due to reasonable accommodation or other reasons.POSITION PURPOSE/SUMMARY The Wage and Salary Manager coordinates and directs the overlapping operations of the business and human resources departments, focusing on employee salaries and benefits. This role collaborates directly with the Superintendent, Chief Financial Officer, and Chief Human Resources Officer on salary schedules, contracts, staffing, letters of employment, pay increases, negotiations, and budgeting. QUALIFICATION REQUIREMENTS The Wage and Salary Manager shall have a minimum of three years of experience in human resources, payroll, accounting, or related business operations. Strong background in using SISFIN or similar educational financial management system. Excellent analytical, problem-solving, and decision-making skills. Strong verbal and written communication skills. Experience in K-12 school district operations and knowledge of Missouri education laws and regulations, preferred. ESSENTIAL DUTIES AND RESPONSIBILITIES Create and maintain all administrative and certified contracts entered into by the district, including any individually negotiated contracts and contracts negotiated with employee groups. Maintain salary schedules and payment plans as directed by the superintendent, his or her designee, and/or negotiating committees. Handle all salary calculations and letters of employment for transfers, new hires, and resignations. Maintain education history and process records for staff on a salary schedule and administrators, including processing records for channel changes, graduate hours, in-service credits, and graduate hour tuition reimbursement, as applicable. Maintain a historical record of support staff wages. Maintain an annual log of all staff member wages and payroll choices. Maintain an accreditation spreadsheet for colleges, universities, and schools. Create and file Missouri new hire reports on a semi-monthly basis and assist with the district's retirement system. Create the employee portal account for all employees and maintain SISFIN (or applicable education financial management system) demographics, including address, and highest degree changes. Create and maintain an annual human resources budget and be responsible for all human resources department supply purchases and contract payments. Work with the payroll manager to ensure accurate processing before each pay date, including reviewing final payouts and entering payroll records for all certified and support staff new hires. Provide salary information for new and transferring employees to the payroll department and assist in reconciling salary and benefits reports. Reconcile SISFIN (or applicable education financial management system) and all human resources spreadsheets (administrative, certified, and support staff) twice annually. Handle any billing associated with the release time of Fort Zumwalt Education Association officers or other approved members to be remitted to the Fort Zumwalt School District. Process all certificate renewal reimbursements to certified staff members and paraprofessionals, license reimbursements for professional support staff, stipends, membership reimbursements, and any other district approved reimbursements per the respective agreement or employee handbook. Process subpoenas for employees and former employees. ADDITIONAL DUTIES All other duties as assigned by Superintendent, Chief Human Resources Officer and Chief Financial Officer. Collaborate on the annual staff appreciation dinner and manage awards for the event. Effectively communicate, verbally and in written form, with administrators, staff, and the community as needed. MENTAL DEMANDS Ability to maintain a high level of confidentiality; communicate clearly both orally and in writing, and/or ability to reason and make appropriate decisions. Must be able to work well under pressure and negotiate a variety of situations as they arise.PHYSICAL DEMANDS While performing the duties of this position an employee is regularly required to sit, talk, and hear. The employee is frequently required to walk and use fingers and controls. Specific vision abilities required include close vision and ability to adjust focus, particularly for extended computer use. The employee should have excellent hearing and speech capabilities.WORK ENVIRONMENT The employee will work in a traditional office setting.This job description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee.TERMS OF EMPLOYMENT Employment will be on an at-will basis for 12 months with four weeks' vacation, beginning July 1, or from the time of employment for the duration of the school year with prorated vacation leave. The Wage and Salary Manager will be provided a work calendar showing the specific daily work schedule of the employee. The work calendar may be modified by the Board of Education at any time, as needs dictate. Eight hours will generally constitute a workday. The Chief Human Resources Officer will establish a definite daily schedule. The yearly salary will be disbursed in twenty-four (24) equal payments.EVALUATION Performance of this job will be evaluated annually in accordance with the provision of the Board's policy on evaluation of support staff personnel.
