General SummaryUnder the direction of the Utilities Manager, the Wastewater Lead Operator operates and supervises utility operations. The lead operator is responsible forsewertreatmentoperations,liftstation operations, sewer collection system, regular and preventative maintenance, and emergency repairs. This employee will use independent judgment, being fully aware of the operating procedures and policies of the work unit with minimal supervisory responsibility. Essential duties and responsibilities may include, but are not limited to, the following:• Assists the Utilities Manager in planning, organizing, assigning, directing, and reviewing the work of employees engaged in the daily operations and maintenance of the wastewater treatment plant, lift stations, and reclaimed water distribution and disposal facilities• Operation and maintenance of facilities to meet all applicable regulatory requirements and in accordance with design criteria. Assists in developing and implementing techniques and methods of process control which increase plant efficiency• Coordinates equipment repair or replacement such that plant effluent quality limits are maintained• Works with Utility Manager to oversee the work of others contracted to work on plant components• Manages wastewater flow, equipment operations, performs laboratory analyses to ensure adequate process control• Prepares monthly, quarterly, and annual reports and submits to the Utilities Manager or Director• Assists in overseeing and implementing the preventive maintenance program for all facilities• Assists in the implementation of the plant safety program• Assists in training operators, field technicians, and maintenance technicians• Prepares work orders using a software work order system• Initiates requisitions for tools, materials, equipment, and services• Will be required to work on-call shifts, and subject to call back emergencies• Regular and consistent attendance for assigned work hours is essential• This position is considered essential during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide service or perform duties for the benefit of the public and continuity of City operations. These may include services or duties different from those performed in the usual course and scope of this position Physical Demands and Working Environment (The physical demands and environmental conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work requires sufficient physical strength, agility, dexterity, and hand-eye-foot coordination to perform all essential functions. Duties also require frequent sitting, walking, kneeling, squatting, pushing, pulling, twisting, and bending. Work also requires employees to climb and work from ladders and support up to heights of 45 feet. Work is performed primarily outdoors and exposes employees to potential hazards such as extreme weather conditions, dust, noise, and exhaust fumes. Employees are also exposed to potential physical hazards when working off ladders and supports, and to potential chemical hazards when handling and applying chemicals. Work requires the frequent use of safety clothing and equipment and compliance with safety rules and procedures.Minimum Qualifications Education, Training and Experience Guidelines:Work requires a high school diploma or GED equivalent, and four (4) years of experience in operations and maintenance of wastewater systems, or a combination of education, experience, and the following:Knowledge/Skills/Abilities:• Knowledge of City policies and procedures• Understand the methods, materials, tools, and equipment used in the operation, maintenance, inspection, repair, and installation of wastewater treatment plant components• Understand the mechanical, biological, and chemical processes involved in the operation of a wastewater treatment plant• Understand the occupational hazards in wastewater treatment plants and safety measures to be implemented• Work with raw sewage and chemicals using normal protective equipment• Recognize equipment and needed repairs and process problems• Understand and follow oral and written instructions in the English language and perform calculations using equations and formulas to determine required materials• Perform, analyze, and interpret laboratory tests for the purpose of making operational adjustments• Ability to lead assigned staff• Occupational hazards and standard safety practices including confined spaces• Ability to establish and maintain cooperative working relationships with those contacted in the course of workLicense, Certifications, and Other Requirements:• Valid State of Texas Driver License• Must pass a pre-employment drug screening, physical agility exam criminal background, and MVR check• Class B Wastewater Treatment Operator License The City of Fulshear provides a comprehensive, cost effective, health and welfare package that includes the following: medical, dental, life insurance, long term disability (LTD), vision, flexible spending options, employee assistance program, retirement, and deferred compensation programs. Medical, dental and vision benefits are effective the first day of the month after your start date. Medical, dental, vision, LTD, and Life premiums are paid 100% by the City for all full time employees. The City will contribute 25% towards dependent healthcare costs. We also provide vacation, sick leave, holidays, bereavement, jury leave, and military leave.HEALTH INSURANCEThe city offers employees medical insurance through BlueCross BlueShield. There is no Primary Care Physician (PCP) required. You have the option to choose one of the following plans: BlueCross BlueShield PPO (co-pay) or BlueCross BlueShield PPO HSA (high deductible plan). FLEXIBLE SPENDING OPTIONSThe city provides two benefit accounts to help employees offset out-of-pocket medical costs: a Health Reimbursement Account (HRA) and a Health Savings Account (HSA). For employees enrolled in a city medical plan, the city contributes $1500.00 per year (prorated for new hires), funded at $125/month to either an HRA or HSA based on the medical plan selected. NEXT LEVEL PRIMEThe city pays for the employee's Next Level Prime Membership. This benefit gives employees and their eligible family members unlimited access to care at over 45 clinic locations in Texas and through 2/7 virtual visits with no copays at the time of service. Members can review primary care, urgent care, preventative services, chronic condition care, labs/blood draws, immunizations, and behavioral health/wellness support as part of the membership. DENTAL INSURANCEThe city offers employees dental insurance through Blue Cross Blue Shield. This plan is unique in that it allows you to choose any licensed dentist for covered services and the plan pays at the reasonable and customary rate until annual maximum. VISIONThe city offers vision insurance through EyeMed. EyeMed Vision plan offers benefits for eye exams, frames and lenses or contact lenses.LIFE INSURANCEThe city provides a life insurance policy one times your annual salary to all full-time employees which includes an accidental death and dismemberment (AD&D) through The Standard. LONG TERM DISABILITYLong Term Disability is funded completely by the City and is intended to help continue your income if you become unable to work due to illness or injury.EMPLOYEE ASSISTANCE PROGRAM - EAPTotal Care EAP services has a wide arrangement of benefits include 24-Hour call centers, short-term counseling and work life solutions, legal and finance guidance, health and wellness programs as well as personal and professional development. This program is available to all members of your household. AFLACEmployees have the option of enrolling in AFLAC as a pre-tax benefit. Additional voluntary life insurance and AD&D options are available for employees and their families. The city does not cover any deductible, copays, or premiums associated with this benefit.TEXAS MUNICIPAL RETIREMENT SYSTEM - TMRSThe City of Fulshear offers a retirement plan through the Texas Municipal Retirement System. The City of Fulshear's TMRS plan requires a contribution (made by means of bi-weekly payroll deductions) equal to seven percent (7%) of the salary of each regular full-time City employee. The City matches employee contributions on a 2 to 1 basis after the employee is vested at the time of retirement. Vesting occurs after five (5) years of employment. Supplemental death benefits are offered by TMRS, who will pay a one-time lump sum payment approximately equal to one year's salary based on the 12 months prior to death.DEFERRED COMPENSATIONIn addition to TMRS retirement, 457B plans are available.
