Job Description

Right Of Way (ROW) Agent The Right of Way (ROW) Agent is responsible for acquiring and securing land rights necessary for the construction, operation, and maintenance of electric and gas utility infrastructure. This role involves working directly with property owners, internal project teams, and external stakeholders to negotiate easements, licenses, and access agreements in compliance with utility standards and regulatory requirements. Responsibilities: Negotiate and acquire permanent and temporary easements, licenses, and access rights for electric and gas facilities. Engage directly with landowners, tenants, municipalities, and other stakeholders to explain project scope and land impacts. Conduct property owner research, title review, and parcel analysis to identify ownership and encumbrances. Coordinate with surveyors, engineers, project managers, and legal counsel throughout the acquisition process. Support utility construction projects including transmission, distribution, gas main replacements, and facility installations. Prepare and process ROW acquisition documentation, including agreements, permits, and compensation packages. Assist with condemnation or eminent domain support when required, in coordination with legal teams. Address landowner questions or concerns during construction and restoration phases. Maintain accurate ROW records, status reports, and parcel tracking logs. Ensure compliance with utility policies, Public Service Commission (PSC) requirements, and applicable state and local regulations. Essential Skills: Experience in Right of Way (ROW) acquisitions, especially in a utility setting. Strong negotiation skills with a focus on customer service and sales. Proficiency in document control and utility processes. Ability to engage effectively with high volumes of landowners, managing between 75-100 active agreements. Additional Skills & Qualifications: Flexibility and prioritization skills to manage diverse projects and processes. Experience working in high-volume environments, adept at explaining and obtaining permissions from homeowners. Work Environment: This position is based in Madison, WI, requiring 60% fieldwork and 40% office work, which may be conducted from home or a car. The role requires attendance at the office once a week for meetings. The position offers a daily GSA per diem rate. Job Type & Location: This is a Contract to Hire position based out of Madison, WI. Pay and Benefits: The pay range for this position is $31.25 - $38.75/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
