Job Title Director of Human ResourcesReports To MayorPositions Supervised Deputy Director of Human Resources, Account Clerk III- PayrollDIRECTOR OF HUMAN RESOURCES's role within the big picture of the City's overall success.The Director of Human Resources provides executive leadership, policy direction, and administrative oversight for all human resources functions of the City of Alton. This position is responsible for ensuring compliance with applicable federal, state, and local laws, as well as collective bargaining agreements and City policies, while maintaining the integrity and efficiency of personnel operations. The Director oversees recruitment and onboarding, payroll, benefits administration, self-funded and retiree health plans, retirement systems, labor relations, employee relations, and leave administration, ensuring consistency, accountability, and sound internal controls. The position serves as a central resource to City leadership and departments on personnel matters and supports the consistent application of policies and procedures across the organization.Education and Experience - An equivalent combination of education, training and experience will be considered.Education Bachelor's Degree in Human Resources, Public Administration, Business Administration, or related fieldExperience Six years of previous relevant work experience is required.Certifications SHRM-CP, SHRM-SCP, PHR or equivalent preferred.Residency Employees must establish & maintain their principal residence within Alton Community School District 11 boundaries. DIRECTOR OF HUMAN RESOURCES functions include but are not limited to the following.Human Resources Department Oversight:Provides strategic direction and operational oversight of all HR functions, including supervision of staff, policy development, and alignment of human resources initiatives with City objectives.Recruitment, Hiring, and Workforce Planning:Oversees recruitment, selection, and onboarding processes, ensuring compliance with Civil Service rules, City policies, and best practices for municipal workforce management.Benefits Administration and Compliance:Manages employee and retiree benefits programs, including oversight of the City's self-funded health plan, retiree Medicare and non-Medicare health plans, and wellness fund initiatives, while ensuring compliance with all federal, state, and City regulations, including IRS Form 1095 reporting and other required benefits-related submissions, ensuring cost control and effective vendor coordination.Retirement Plans and Additional Benefits:Oversees administration of retirement and supplemental benefit programs, including serving as IMRF Authorized Agent, managing pension plan coordination, administering 457 deferred compensation plans, and supporting wellness initiatives such as wellness fund utilization.Payroll Administration Oversight:Directs payroll operations to ensure accuracy, timeliness, and compliance with applicable laws and City financial controls.Leave of Absence Management:Oversees all leave programs, including FMLA, ADA accommodations, Workers' Compensation, PEDA, PSEBA, and other statutory or medical leaves, ensuring accurate tracking and coordination with payroll and benefits.Employee Relations and Performance Management:Provides guidance on employee relations, performance management, disciplinary actions, and conflict resolution to ensure fair, consistent, and effective application of policies.Labor Relations and Collective Bargaining:Assists in labor relations activities, including contract negotiations, administration of collective bargaining agreements, and resolution of grievances in collaboration with union representatives.Compliance and Risk Management:Ensures HR operations comply with federal, state, and local employment laws, labor agreements, and City policies, while mitigating organizational risk.Training and Development:Directs employee training, leadership development, and organizational improvement initiatives to enhance workforce effectiveness, and is responsible for all federal and state-mandated training.HR Systems and Data Management:Oversees HRIS systems and data management processes to ensure accurate recordkeeping, reporting, and data-driven decision-making.Executive Support and Representation:Represents the Human Resources Department at committee and City Council meetings as requested by the Mayor or when department-specific matters warrant.Budget Administration:Develops, manages, and monitors the Human Resources Department budget and the Citywide health insurance program budget, ensuring fiscal responsibility, cost-effectiveness, and alignment with organizational priorities.The individual in this role is expected to contribute to the team's efforts by completing other related tasks as needed.Success Framework.
