The HR Director is responsible for providing legally sound and effective human resource consultation to campuses and departments related to all aspects of human resources including: performance management, staffing, reasonable accommodations, transfer processes, contract abandonment, reasonable accommodations and the employee grievance process.QUALIFICATIONS: Bachelor's degree required (human resources, business, public administration, education, or other related field). Master's degree preferred; Valid Texas administrative certification preferred; Valid Texas teacher certification preferred; A minimum of five (5) years of K-12 administrative experience with 3 of those years as principal (preferred) or 5 years of human resources professional experience in a school district or a combination of 5 years principal and human resources professional experience; Demonstrated knowledge of the selection, training, supervision of personnel, wage, salary, benefits, employee communications program, school employment law and hearing procedures; Human Resources certification within two (2) years of hire; Ability to implement policy and procedures; Ability to analyze and apply data; manage budget and personnel; Strong oral and written communication, public relations and interpersonal skills. Preference is given to current CFISD employees. TERMS OF EMPLOYMENT: Annual Contract: 250 daysSALARY: $113,294 (BA 9) Minimum Salary Range (based on experience) as set by the Board of Trustees for the school yearESSENTIAL FUNCTIONS: Serve as an expert advisor to campus administrators, managers, supervisors and employees on human resources matters to include: employee relations, grievance processes, training and development, investigations, policy interpretation/application, and and staffing guidelines. Monitors designated campus and department vacancies and staffing for to ensure efficient, consistent and legally compliance processes including hiring, transfers, and allocation distribution. Implement and recommend human resources policies and processes to ensure that employees are informed of employment policies, procedures, and programs that affect them. Assess, develop and present human resources-related training for employees and supervisors. Assist with the district's professional employee evaluation program and ensure that it is implemented effectively and uniformly. Facilitate the contract renewal and non-renewal process for staff. Review criminal history reports and make recommendations for new hires and current employees' employment eligibility. Process hiring recommendations and support the professional staffing talent management team as needed. Use leadership practices that promote collegiality, teamwork, and collaborative decision making among staff. Ensure that programs are cost-effective and that funds are managed prudently to include compiling budgets and cost estimates based on documented program needs. Recruit, train, supervise, evaluate and develop HR department staff. Participate in professional development activities to maintain current knowledge of human resources rules, regulations, and practices. All other duties as assigned by the assistant superintendent of human resources. Regular and reliable attendance is an essential job function.
