ESSENTIAL FUNCTIONS Selects, supervises, and evaluates assigned staffEstablishes work rules and performance standards and initiates and implements disciplinary actions as warrantedProvides for the training and motivation of subordinates in order to make full use of individual capabilities and to meet changing system demandsDevelops, maintains, schedules, and administers Texas Commission on Fire Protection compliant training programs on Structural Firefighter, Hazardous Materials Technician, Driver Operator - Pumper, Driver Operator - Aerial, Fire Officer, Fire Instructor and other programs Schedules, coordinates and conducts, personally and with station level instructors, continuing education training hours to meet the Texas Commission on Fire Protection and Texas Department of Health Services requirementsMaintains training, compliance and equipment records for planned or impromptu inspections by the Texas Commission on Fire Protection and Texas Department of State Health ServicesMaintains training aids, lesson plans, and training recordsSchedules formal training with Federal Emergency Management Administration, National Fire Academy, Texas A&M Engineering Extension Service (TEEX) or any recognized Federal, state or private sector training organization, as may be necessary, to maintain the highest level of readiness for any request for emergency services within the City of Rosenberg's jurisdictionCoordinates and conducts testing for the fire department Phase programAssists the Fire Chef and Assistant Fire Chief in the overall management duties of the department including planning, budgeting, staffing and all other organizations activitiesPersonnel actions including, but not limited to, hiring, promotion, demotion, disciplinary actions and dismissalAssuring an effective communication system exists regarding department personnel and related public safety and protection organizationsMakes recommendations for necessary changes to rules and procedures required for the efficient and effective operation of the departmentServes as command in any major emergency in the absence of the Fire Chief, Assistant Fire Chief, or Shift Battalion ChiefMaintains effective communications with the Assistant Fire Chief, keeping them fully apprised of departmental needs, significant personnel issues and any other serious or potentially serious issue involving the departmentFully trained in the use of all firefighting and rescue equipment and related procedures.Ensures that staff is assigned in a manner that maximizes public protectionAssures that subordinate managers, supervisors and employees are provided copies and made familiar with City policies and procedures and held accountable for compliance Responsible for assuring that all equipment is properly maintained and in full operating condition at all timesApproves work schedules and leave requests from department personnelHas the authority to call off-duty personnel back to duty in the event of a major situation that, in their judgment, warrants such actionMay represent the department before the public, special groups and the City Council Performs on going risk management analysis of fire department operations and make recommendations for improvementPerforms other job duties as assigned REQUIRED QUALIFICATIONS Associate's degree in fire science, business management, public administration, or a closely related fieldEight (8) years paid full-time experience in firefighting experienceFour (4) years paid full-time supervisory experience Internal Candidates (no education):Ten (10) years paid full-time progressively responsible experience in fire prevention and fire suppression (2 years of experience in lieu of 1 year of college education.)Five (5) years paid full-time supervisory experience. LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS Valid Class A or Class B (exempt) Texas Driver's LicenseDriver/Operator Pumper Certification in accordance with the Texas Commission on Fire Protection through Texas Administrative Code §433.1Firefighter Advanced Certificate in accordance with Texas Commission on Fire Protection through Texas Administrative Code §423.7Current Fire Officer II certification in accordance with Texas Commission on Fire Protection through Texas Administrative Code §451.201. This position will require Fire Officer III certification within 18 months of accepting job offer.Current Instructor II certification in accordance with Texas Commission on Fire Protection through Texas Administrative Code §425.5. The City has implemented a premium incentive deduction for all employees enrolled in the City's health insurance program, who have not used tobacco products in any form in the past three months and continue to not use tobacco products. (6) LONG TERM DISABILITY:The City provides employees with Long Term Disability in the amount of 60 percent of your salary (depending on position category) to a maximum of $5,000 per month. Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA). Benefits will be offset by any payments from SS, Workers Comp and other income offsets. (7) WORKERS' COMPENSATION:All employees are covered under the Texas Workers' Compensation Insurance program through the Texas Municipal League. Eligibility for benefits is automatic and effective on the date of hire. (8) SUPPLEMENTAL TERM & WHOLE LIFE, CANCER & AD&D INSURANCE:The City of Rosenberg offers you a variety of voluntary benefits. If you enroll, you pay the full cost of coverage and are able to use a payroll deduction. PART II: SAVINGS PLANS (9) TEXAS MUNICIPAL RETIREMENT SYSTEM (TMRS):Participation in the system is mandatory for all regular full-time employees. Each employee contributes at a rate of 7 percent of his/her gross wages. The City contributes to each employee's account at a 2:1 ratio. Vesting is 5 years of service. Retirement is 20 years of service at any age or 5 years of service at the age of 60. (10) DEFERRED COMPENSATION 457(K) PLAN:Plans available through MissionSquare Retirement, DearBorn & Creggs, and Nationwide Retirement Solutions. Employees may enroll at the time of hire and throughout the year. Firefighters will accrue ½ shift per month. (15) LONGEVITY PAY:Begins after one year of service. $7.50 per month will be provided for each year of service rendered to the City. Longevity pay is an addition to your base salary and is paid annually, in December. PART IV: MISCELLANEOUS PROGRAMS (16) EMPLOYEE ASSISTANCE PROGRAM (EAP):Available through Dear Oaks EAP, provides assistance for employees and their immediate family members in the event of an emotional, family, legal, medical, substance abuse and/or financial problem.
