SUMMARY:Plans, organizes and coordinates all phases of the WPS food service operations, in accordance with school, state and federal policies and regulations.ESSENTIAL FUNCTIONS/TYPICAL TASKS: Oversee all school food service programs to ensure that nutritional, high quality meals are made available to students at an affordable price Ensure that the school lunch and breakfast programs are in full compliance with National School Lunch Program guidelines administered through the Virginia Department of Education Supervise cafeteria managers, administrative assistant II - food services, and administrative assistant IV -food services and perform job evaluations; handle food services staff job performance and disciplinary issues, consulting with the personnel department Interview candidates for cafeteria positions and make recommendations for hiring Develop annual collection procedures and prepare necessary contracts and policy statements as required by the Department of Education Ensure accurate accountability and record-keeping for the management and control of income, food, labor, supplies and equipment Oversee the preparation of all reports for federal reimbursement and receipt of USDA commodities Supervise the receipt, storage and utilization of USDA commodities Establish short and long range food service program goals Assist the state supervisors in the performance of administrative reviews of the food service program, conduct annual accountability reviews and supervise annual verification reviews Develop, implement and monitor policies, regulations and standard operating procedures relating to food services Plan and develop the food service budget Perform financial management functions: review and analyze profit/loss statements; approve and coordinate all food and equipment purchases Prepare, evaluate and coordinate bid proposals for food and equipment Provide in-service training for food services staff Prepare and publish centralized menus and production sheets for lunch and breakfast Review and coordinate work orders generated by cafeterias Provide guidance in the planning and equipping of new and remodeled food service facilities Establish food safety and Hazard Analysis Critical Control Point (HACCP) procedures to ensure that food is prepared and served in a sanitary & safe environment Perform additional duties as assigned by the Director of Operations and/or Superintendent of Schools or other supervisory staff, that are applicable to this position and in accordance with Winchester Public Schools policies, regulations and procedures SUPERVISORY RESPONSIBILITIES: Supervises Cafeteria Managers, Administrative Assistant II-Food Services, and Administrative Assistant III - Food ServiceKNOWLEDGE, SKILLS, AND ABILITIES:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Fill in for Cafeteria Managers when absent, requires constant standing. Other limited physical activities are required. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is subject to inside environmental conditions. Regular contact with city/school employees is required.The employee is required to transport self throughout the school division as part of carrying out duties.
