The Personnel Security Specialist reviews investigation request documentation for accuracy and completeness and processes e-QIP packets for federal and contractor employees. They initiate the paperwork for background investigations, review the information submitted by the applicants, corresponds with the applicants for clarifying information, responsible for data entry requirements associated with each record, making case files, forwarding cases for processing, and submits the e-QIP packet to be reviewed and forwarded to OPM. Key responsibilities include acting as a team lead, initiating or performing extensive FBI indices checks, coordinating the submission of investigative information, reviewing and analyzing investigative reports, preparing responses to recommend adjudication, participating in the formulation of new rules and procedures, providing recommendations affecting personnel security programs, ensuring proper appraisal of security risks, conducting security briefings, and remaining vigilant for new methods and procedures for passing and affirming clearances. Qualifications include a Bachelor's Degree and seven (7) years of experience in the personnel security investigative or investigative analyst field or an Associate of Science degree and nine (9) years of experience in the personnel security investigative or investigative analyst field or Federal Law Enforcement field. Two (2) years of experience developing and writing Reports of Investigation that form the basis for the creation of investigative and/or adjudication records is also required. Possess oral and written communications skills, knowledge of indices systems, and demonstrated analytical ability to analyze various types of materials to develop information regarding security vulnerabilities. Desired attributes include an advanced degree in any field of study, knowledge of DOJ and FBI regulations regarding the personnel security process, experience conducting interviews and security briefings, previous experience in a security leadership role, and a strong understanding of security disciplines.
