This senior leadership role provides vision, direction, and operational oversight for statewide motor carrier programs, ensuring compliance with state and federal regulations while delivering exceptional customer service.This is a high-impact opportunity to lead complex regulatory programs, influence policy, and drive innovation in a fast-paced public service environment.Job DutiesKey ResponsibilitiesStrategic Leadership & Program OversightProvide executive leadership for Motor Carrier Services programs, aligning operations with agency goals and statewide prioritiesEstablish strategic direction and lead the development and implementation of new initiatives, policies, and programsMonitor and respond to legislative and regulatory changes impacting motor carrier operations (IRP, IFTA, UCR, and related programs)Operations & Performance ManagementOversee daily operations to ensure efficiency, compliance, and high-quality service deliveryLead performance management efforts, including coaching evaluations, and employee developmentImplement process improvements, cost-saving strategies, and operational enhancementsUtilize data and performance metrics to drive decision-making and improve outcomesStakeholder Engagement & RepresentationServe as a key representative of DMV with government officials, industry stakeholders and the publicLead responses to complex customer issues, legislative inquiries, and stakeholder concernsBuild and maintain strong partnerships with internal and external stakeholdersPolicy, Compliance & GovernanceEnsure compliance with all applicable laws, regulations, and interstate agreementsAnalyze and interpret legislation and provide recommendations to executive leadershipOversee system and data management related to Motor Carrier Services programsMinimum QualificationsConsiderable knowledge of large-scale organizational functions related to the management of public service operationsKnowledge of motor carrier programs and operations generally, including considerable knowledge of one or more of the following specific programs: the International Registration Plan, the International Fuel Tax Agreement, the Performance and Registration Information Systems Management program, the Unified Carrier Registration program, the federal Heavy Vehicle Use Tax, operating requirements of for-hire passenger and property carriers, the EZ Fleet online vehicle titling service, the overload and oversize/overweight permit programs, and the tracking of citations for overweight and motor carrier violationsThorough understanding of operating requirements for for-hire passenger and property carriers, oversize/overweight permit programs, and citation tracking for motor carrier violations. Considerable skill in the ability to manage and lead assigned personnel in the planning, directing and controlling of complex operational areasBroad knowledge of large-scale public sector organizational functions, including administrative operations, budget management, and resource planning. Demonstrated ability to analyze, explain, and apply rules, regulations and statutes, and the motor vehicle laws of VirginiaAbility to advise and direct managers and professionals in their work.Strong skills in building and maintaining productive working relationships with internal staff, executive leadership, industry stakeholders, and state and federal partners.Ability to represent the agency professionally at conferences, legislative functions, and meetings with government officials, industry groups, and other stakeholders.Additional Considerations• Prior supervisory and managerial experience.Pursuant to Sections 2.2-3114 and 2.2-3115 of the Code of Virginia, this position has been designated as requiring you to disclose your financial interests.
