Your impact In this role, you will provide senior level quality leadership across complex transportation programs while mentoring and guiding multidisciplinary teams. Drawing on experience with large scale public infrastructure projects, you will ensure planning and design efforts meet agency standards, support successful construction delivery, and promote accountability and continuous improvement. This position combines technical expertise, program oversight, and people focused leadership to strengthen transportation quality and delivery capabilities across the organization. Key responsibilities include: * Provide senior level quality oversight for transportation planning and design projects, including highways, roadways, and major corridor improvements. * Establish, implement, and continuously improve quality assurance and quality control practices for plans, specifications, estimates, schedules, and constructability across multiple projects and teams. * Review and approve critical project deliverables to ensure compliance with DOT standards, environmental requirements, and stakeholder commitments. * Identify quality, scope, and delivery risks early and guide teams toward practical, cost effective solutions. * Align quality practices with project schedules, budgets, and program level commitments to support successful delivery and construction lettings. * Provide technical guidance on environmental, right of way, utilities, survey, and design coordination to ensure seamless project progression. * Serve as a trusted quality advisor to project managers, discipline leads, and leadership. * Build, mentor, and develop transportation engineers, planners, and quality reviewers, including coaching, technical direction, and succession planning. * Apply lessons learned and best practices to strengthen quality standards, tools, and processes across the organization. * Partner with DOTs, local agencies, MPOs, government officials, and community stakeholders to deliver quality driven outcomes. * Represent the organization in coordination meetings, public engagement efforts, and key TxDOT conferences as a quality focused leader. Business development and growth: * Support identification and pursuit of new clients and opportunities in the Odessa and Midland region to support diversification. * Leverage TP&D networks across the state to mine existing ID contracts and position the organization for future procurement opportunities. * Build and maintain City, County, and Permian Basin MPO relationships. * Serve as capture manager on select pursuits and provide leadership on pursuit strategy. * Support proposal development, including writing, reviews, and providing relevant resumes and project experience for TxDOT and other client submissions. Here's what you'll need * Bachelor of Science in Civil Engineering. * Licensed Professional Engineer. * Extensive experience in transportation planning and design within a public sector or DOT environment. * Proven leadership overseeing large, multi project transportation programs. * Demonstrated ability to lead teams, guide project managers, and coordinate across disciplines. * Strong communication skills with experience working with senior stakeholders and the public. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
