SummaryThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.About the Position: Serves as Workload Manager for Engineering Division. Reports to the Engineering Division Office of the Chief to serve as an advisor working with the Division Chief, Deputy, Branch Chiefs, Section Chiefs, and technical leads.Learn more about this agencyDutiesHelpWorking with Engineering Branch Chiefs and Section Chiefs, plan and coordinate the work assigned to Engineering Division.Balance Engineering Division workload volume amount and type against the resources available.Ensure appropriate management controls are in place to achieve quality products, on time and within budget.Coordinate technical management activities within the Engineering Division to meet deadlines for all projects.Develop and maintain a list of current and future projects for projection of workload and resource planning in Engineering Management System (EMS), or a successor program, and furnishes to the Division, Branch, and Section Chiefs.Act as a liaison and coordinate with other associated organizational elements within the district and the Region.Review workload based on established priorities and needs.Collaborate with Section Chiefs to monitor resource requirements and identify areas of concern where Sections may be over or under resourced.Monitor project milestone schedules to ensure timely completion of projects.Provide monthly project status updates to the appropriate district staff, Project/Program Managers, and Engineering Division staff.Resolve and provide guidance to Engineering Division staff on technical review concerns, cost parameters, and reviews from the Engineering Division perspective.Assist Engineering Division Program Managers in the formulation, request, and execution of funding for the current and subsequent fiscal year program.Establish, manage, and maintain Standard Operating Procedures (SOPs) for Engineering Division including technical lead, project execution, and review processes/check lists.Develop and maintain project Scope-Schedule-Budget (SSB) templates and documentation of standardized project SSB development expectations.Serve as Engineering Knowledge Manager.RequirementsHelpConditions of employmentAppointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.Must be able to obtain and maintain a valid state driver's license.QualificationsWho May Apply: US CitizensIn order to qualify, you must meet the education and experience requirements described below. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.ORB. Combination of Education and Experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.Basic Requirement for a Geologist:A. Degree: Geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.ORB. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:Specialized Experience: One year of specialized experience which includes experience analyzing engineering workload and projections against resource and manpower planning, monitoring project milestone schedules to ensure timely completion of projects, and providing guidance to designers on technical review concerns, cost parameters, and reviews from the engineering management perspective. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Some federal jobs allow you to substitute your education for the required experience in order to qualify.
