Provide professional Human Resources services to attract, engage, and retain a workforce that represents and serves our community. The primary focus of the position is in the areas of staffing and recruiting, job classifications, and employee success. CITY VALUES & EXPECTATIONS * Models and contributes to a positive work environment, culture of communication, engagement, and safety * Communicates effectively and respectfully with employees and the public, including but not limited to those of diverse racial, ethnic, religious, and socioeconomic backgrounds * Works cooperatively as a member of a team; develops and maintains effective working relationships with diverse coworkers and community members; consistently brings a high level of self-awareness and empathy to all personal interactions * Embraces the City's shared values and contributes towards accomplishing the City's vision and goals by being creative, innovative, continuously learning, and communicating clearly * Lead all recruitment and hiring activities for the City by assisting departments with posting positions, managing applicant pools, developing interview processes and questions, and processes for candidate selection. * Develop job descriptions and qualifications, posting positions, screening applications, managing the hiring process, coordinating pre-employment examinations, maintaining eligibility lists, and processing resignations. * Develop and implement processes to screen, test, and interview job candidates. * Establish eligibility lists and conduct background checks on prospective employees. * Initiate job offers for new employees. * Schedule pre-employment physicals and psychological exams. * Support implementing new employee orientation programs that reflects the City's values. * Assist the HR team in maintaining and updating the Compensation Plan. * Support HR Business Partners in assessing positions for position creation and reclassifications. * Assist in completing research projects, salary surveys, and compensation studies. * Other related duties as assigned by the Human Resources Manager. KNOWLEDGE, SKILLS, & ABILITIES REQUIRED * Successfully completes work assignments relative to the quality of work * Ability to prioritize workload appropriately * Awareness, understanding, and implementation of best practices in human resources * Ability to communicate, both orally and in writing, with employees and others in an effective, tactful, and courteous manner * Ability to identify problem areas and to recommend and implement corrective action * Analyze information and exercise good judgment * Ability to establish and maintain effective working relationships * Ability to provide excellent customer service and be responsive to the varied needs of employees and departments * Maintain and foster a work environment that supports the City's mission and values * Demonstrates and practices cultural competency MINIMUM QUALIFICATIONS * One of the following combinations of education and experience: * A high school diploma (or equivalent) AND at least six (6) years of human resources experience. * An Associate's Degree in business administration, human resources, industrial relations, or related field AND at least four (4) years of human resources experience. * A Bachelor's Degree in business administration, human resources, industrial relations, or related field AND at least two (2) years of human resources experience. * At least two (2) years of responsible experience in recruitment, including examinations, interviewing, and onboarding SUPERVISION OF OTHERS This position does not supervise others.
