General Definition:The Early Intervention Evaluation and Services Specialist exists to coordinate and implement transition procedures for children entering the Westmoreland Intermediate Unit 7 preschool program, by acting as a lead contributor to the evaluation process and as an LEA representative. This position supports EI staff as it pertains to procedural compliance with all laws, regulations, and standards relating to Early Intervention. This position acts as a resource for families to help with obtaining referrals to outside agencies. This position requires strong organizational skills, the ability to work as part of a team with excellent collaboration and leadership skills, ability to prioritize and maintain professional ethics. Description of Duties:Assists with providing instructional support for Early Intervention Teachers, Speech Therapist, Classroom Assistants, and Personal Care Assistants and may assist with instructional support for speech/hearing/vision therapists when needed.Serves as a member of the county-wide evaluation team with the responsibility to perform the following activities:o Collect the PTE/PTR and required documents in order to coordinate scheduling with families and related service providerso Provide evaluation/observation of children in a variety of natural environments with input from parents, preschool teachers, etc.o Completion of scoring items and facilitation of efforts with evaluation team members to determine eligibility and make appropriate referrals if additional behavioral components are neededo Utilization of multiple EI database systems to complete report and required documentso Assist with re-evaluation of students with developmental needs in early childhood programs or early childhood special education settingsServe as an LEA representative at IEP meetingsAssist with infant toddler transition meetingsCoordinates, schedules, and attends preschool tours with familiesCompletes all necessary paperwork to maintain state and program complianceEstablish and maintains relationships with outside agencies and service providers to serve as a single point of contact in helping families to obtain and gain access to services and assistance they need including MA referral.Establish and maintain relationships with parents in order to increase parental involvement in special education programmingParticipating in LICC activities to assist with special events, projects, and training for professionals and familiesAssists parents by making referrals to community resources and ensure comprehension of parental rights in the education of their childOrganize/develop parent programs and establish/maintain relationships with other parent information and educational program in the region and across the stateCoordinates and participates in Child Find activities and serves as resource to families and other community agencies to support the referral processResponsible for obtaining and maintaining American Heart Association (AHA) CPR/AED and First Aid instructor certification.Responsible for providing CPR, AED and First Aid Basics.Performs other duties as assigned by the Executive Director or designee.Required Knowledge, Skills, and Abilities: The ability to effectively communicate, including high-level verbal/written/presentation skills to various audiencesPossess strong organizational skills and have the ability to multi-taskExpertise in infant and toddler procedures and regulations as it relates to transitionER/IEP DevelopmentEarly Intervention policies, procedures and regulationsThe ability to make data-driven decision making skillsThe ability to prioritize, demonstrate organizational skills, multi-task, and work under pressureThe ability to develop positive relationships with a variety of stakeholders including families, evaluation team, teaching staff, and community partnersKnowledge of special education law as it relates to Early Intervention and OCDEL policies, procedures, and regulationsExpertise and demonstrated experience in utilizing online data management systems especially within the area of Evaluation report and/or Individualized Education Program developmentCurrent and former Westmoreland Intermediate Unit employees must have demonstrated proficiency at job assignmentsPhysical/Environment Requirements:The physical demands of this position are representative of those that must be met by an employee to successfully perform the essential function of this job.
