Those fully remote associates residing in states where service is required by contract, law, or regulation will be allowed to submit for reimbursement._ **Role Overview** The **Director, Medicaid Proposal Writing** leads the enterprise writing strategy for Medicaid and other government-sponsored health program bids across the AmeriHealth Caritas Family of Companies (ACFC). This role owns the overall quality, evaluability, and consistency of our written responses and builds a high-performing team of writers who clearly articulate our value and drive winning scores. The Director transforms proposal writing - building and maturing the writing function-establishing standards, designing repeatable processes, and modernizing how proposals are developed. The Director serves as the organization's senior writing strategist and "editor-in-chief" - translating capture strategies, competitive insights, and solution design into clear, compelling, and highly scorable narratives aligned to purchaser priorities. Working closely with Proposal Management & Enablement, Business Development, and executive stakeholders, this role ensures proposals tell a clear, differentiated story that improves quality and win rates across the enterprise. **Responsibilities** + Own the writing strategy. Lead the enterprise proposal writing approach for Medicaid and other programs, setting the narrative direction, voice, and structures that make responses clear, compliant, and easy to score + Lead and grow the writing team. Manage proposal writing managers and writers, set expectations, provide hands-on coaching, and redlines, build individual development plans, and run targeted training on evaluable writing and tools + Serve as editor-in-chief. Function as managing editor for priority bids, enforcing standards for structure, clarity, evidence, and compliance; oversee style guides and templates; and drive focused, scoring-oriented color-team reviews + Drive cross-functional alignment. Partner with Proposal Management and leaders across operations, clinical, quality, and network to ensure timelines are realistic and narratives accurately reflect current and planned capabilities; direct and integrate external writers as needed. Coordinate with Proposal Management on color-team reviews so feedback is focused, actionable, and tied directly to scoring criteria + Modernize processes and tools. Design and refine repeatable writing workflows; partner with Proposal Enablement to embed content libraries, templates, collaboration platforms, and AI-assisted drafting into everyday work; improve baseline content for clarity and evaluability + Measure impact and lead improvement. Define and track writing metrics (e.g., scores, rework, timeliness), use win/loss and evaluator feedback to refine strategies and coaching, and show how stronger writing contributes to higher win rates **Education and Experience** + Bachelor's Degree in journalism, communications, English, health care administration, public health, or a related field. (Advanced degree in related field preferred, but not required) + At least three (3) or more years of experience leading or managing proposal writers, technical writers, or similar roles, with a track record of elevating writing quality through coaching + At least five (5) or more years of proposal development and/or technical writing experience for large, complex RFPs in a highly regulated environment (e.g.,Medicaid, Medicare, state, or federal health programs). **Other Skills** + Deep, working knowledge of Medicaid managed care and government-sponsored health programs. + Proven success developing and executing writing strategies that contribute to wins in competitive procurements. + Exceptional writing and editing skills; able to organize complex information, tell a clear story, and make responses easy to evaluate. + Strong strategic thinking; able to connect market insights, evaluation criteria, and solution design to concrete narrative and outline strategies. + Demonstrated strength in coaching and feedback, raising quality while maintaining trust and engagement. + Able to work effectively under pressure and deadlines, managing ambiguity and shifting priorities. + Skilled facilitator of framing sessions, storyboarding, and review meetings. + Proficiency with Microsoft Office, collaboration platforms (e.g., SharePoint/Teams), and content management tools; familiarity with Shipley or APMP-aligned practices a plus. + Experience with AI-enabled drafting and editing tools strongly preferred. + Strong interpersonal and communication skills, with the ability to build credibility across levels and functions. + Willingness to travel occasionally for key meetings and collaboration, as required. + Clear, consistent, and differentiated proposal voice across submissions and writers. + Strong, visible alignment between capture strategy and final narrative. + Higher section scores and positive evaluator feedback on clarity, completeness, and ease of evaluation. + Reduced rework and faster drafting cycles enabled by modern processes, baseline content, and AI-assisted drafting. + A high-performing engaged writing team with a strong coaching and feedback culture. + Measurable improvement in win rates where writing quality and effectiveness are identified as key contributors. **Our Comprehensive Benefits Package** Flexible work solutions including remote options, hybrid work schedules, Competitive pay, Paid time off including holidays and volunteer events, Health insurance coverage for you and your dependents on Day 1, 401(k) Tuition reimbursement and more.
