Job DescriptionThe agency is located at the George Herbert Walker Bush State Building located in the Capitol Complex at 1801 N. Congress Ave. Austin, TX 78701.Introduction:The Grant Partnerships Coordinator (Program Specialist IV) supports the day-to-day administration of specific initiatives for the Texas Higher Education Coordinating Board and Texas Higher Education Foundation. The role focuses on the management of philanthropic grants, specifically budgets, contracts, payments, and project data, while ensuring compliance with grant requirements and internal processes. The position also coordinates venfor onboarding, manages invoices and financial reporting, supports contract review and approval, and prepares materials for leadership and foundation board meetings. Working under general supervision, the coordinator collaborates across divisions to help manage grant-funded projects and improve internal processes.General Description:The Grant Partnerships Coordinator will play a key role in ensuring the day-to-day administration and coordination of various Strategic Partnerships initiatives for the Texas Higher Education Coordinating Board (THECB) and the Texas Higher Education Foundation (THEF). This position will support multiple areas, including monitoring the THEF project portfolio, tracking grant budgets and contracts, executing payment approvals, and managing internal processes to ensure compliance and accountability. The Grant Partnerships Coordinator will perform administrative and analytical support work in the Strategic Partnerships division; this role will support THEF vendor selection and onboarding, coordinate contracts during internal review and approval processes, collaborate with agency staff to meet grant outcomes and milestones, and assist with grant compliance and reporting requirements. Works under general supervision with some latitude for the use of initiative and independent judgment and reports to the Director of Grant Partnerships.This position is authorized for a hybrid telework schedule. Employees are required to work in the office three (3) days per week, with the remaining two days eligible for teleworking. Specific in-office days may be determined by the department to meet business needs.General Duties and Responsibilities:• Manages systems for tracking grant and project information including budgets, contracts, payments, and other data; collaborates with the Strategic Partnerships team, and other agency staff as needed, to ensure this information is up to date and can be reflected accurately in proposals and reports.• Maintains and updates multiple grant budgets; compiles and distributes project information including data on grant funding streams.• Manages invoice and payment processing, ensuring all transactions are completed promptly, accurately, and in accordance with required approval processes.• Prepares and distributes detailed expenditure reports and timely grant reconciliation documents, working closely with Director of Grant Partnerships and accountant on monthly reconciliations.• Coordinates with internal and external stakeholders around the preparation of contracts for vendors with THEF grant-supported funding.• Initiates, coordinates, and monitors vendor onboarding for THEF supported contractors.• Liaises with colleagues across divisions to ensure successful completion of payment approvals, contract management requirements, purchasing processes, and more.• Supports the Director of Grant Partnerships in the preparation of materials for the Foundation board meetings, ensuring information is accurate, complete, and well-organized.• Supports the Director of Grant Partnerships by preparing meeting agendas, drafting communications, and compiling materials.• Identifies opportunities to improve processes and workflows to increase efficiency and streamline operations.• Supports administrative tasks such as the annual audit and the process of organizing relevant files and data for THEF end-of-year federal taxes (1099s).• Regularly reviews, updates, and maintains documentation, calendars, and policies and procedures manuals to ensure accuracy, consistency, and accessibility.• May provide support for convenings including the Higher EDge conference.• Performs related work as assigned.Knowledge, Skills, and Abilities:• Exceptional organizational skills and attention to detail.• Strong written and verbal communication skills, including the ability to communicate complex information in a clear, organized, and concise manner.• Ability to think strategically, solve problems creatively, and manage execution with focus and precision.• Ability to manage multiple priorities and projects concurrently, gather and analyze information, and consistently meet deadlines and required timelines.• Ability to take initiative, work independently, and make decisions using sound judgment, analytical thinking, and reasoning.• Ability to collaborate with a wide range of stakeholders and establish and maintain effective professional work relationships.• Skilled in recognizing when to elevate issues of concern to a supervisor or leadership.• Ability to follow direction, respond constructively to feedback, and perform effectively in a fast-paced environment.• Skilled in the use of Microsoft Office Suite products.Military Crosswalk:Military Crosswalk for Occupational Category - Program Management Qualifications:Required Minimum Education and Experience:• Graduation from an accredited college or university.• 1-3 years of work experience with budget management or preparation, financial tracking, or grants administration.Preferred:• Experience in higher education, state government, philanthropy, nonprofits, or related field is preferred• Experience with grant management and/or contract management is preferred• Experience managing and preparing program budgets is preferred• Experience managing projects is preferredPhysical Requirements and/or Working Conditions:Work is performed in a standard office environment and requires:Regular, reliable, and punctual attendance at workFrequent use of personal computer, copiers, printers, and telephonesFrequent sittingFrequently working under deadlines, as a team member, and in direct contact with others.Workforce:Must be able to:Demonstrate knowledge of customer service deliverables.Show flexibility and adaptability toward changes in assignments and work schedules, working extended hours as necessary.Adhere to the organization's internal management policies and procedures.Contribute to the agency's performance measures and mission.Application Requirements:The Texas Higher Education Coordinating Board is an Equal Opportunity Employer.
