Arlington County Government is seeking an energetic and experienced Director of Nursing to provide quality assurance leadership to clinical public health staff at the Arlington County Detention Facility (ACDF). The Correctional Health Services Nurse Manager will oversee all aspects of nursing care within the facility, including staff supervision, patient assessments, treatment planning, and medication administration while managing RN and LPN personnel and contributing to institutional standards that meet agency, state, and national healthcare requirements. This role works closely with the Chief Medical Director and Correctional Health Services Administrator to coordinate nursing services and collaborates with a broad range of stakeholders, including ACSO command staff, community partners, Virginia Hospital Center, and external medical organizations at the federal, state, and local levels. Major Job Duties: * Collaborating with the Chief Medical Director to define operational goals and objectives for the correctional health program, with primary responsibility for managing daily nursing operations; * Assisting in the development and implementation of operational and nursing policies and procedures; * Ensuring that all healthcare services are delivered in compliance with applicable federal, state, and local regulations and requirements; * Supervising nursing and support staff, including participation in hiring, performance evaluations, and personnel management; * Leading orientation, training, and continuing education programs for nursing personnel; * Working with the Chief Medical Director in overseeing Nurse Practitioner(s), providing guidance and feedback regarding their performance as members of the correctional healthcare team; * Overseeing the development and execution of a quality improvement plan in collaboration with the Chief Medical Director and the Correctional Health Services Administrator; * Ensuring appropriate staffing levels to meet the healthcare needs of the facility, in coordination with both public health and correctional facility leadership; and * Assuming overall responsibility for nursing care delivery, including the provision of direct patient care as needed. The ideal candidate will have strong leadership and management skills to provide direction to a large, diverse, creative, and autonomous staff, including in times of change; significant experience and understanding of the needs of public health and Arlington residents; analyzing and developing solutions to complex issues and operational concerns; establishing and managing outcome based performance measures to guide operations; strong oral and written communication to move forward complex initiatives and communicate confidential information; and proactive in the use of technology for communication and for business practices in human services. Minimum Qualifications: * Bachelor's degree in Nursing, Health Care Administration, Public Health, Business Administration, or a related field; * Licensure as a Registered Nurse in the Commonwealth of Virginia or eligible to receive licensure within 60 days of hire; * Active Basic Life Support (BLS) certification; and * Considerable and progressively responsible program management experience in public/community health or related areas, to include providing clinical nursing services as a Registered Nurse (RN), reviewing & formulating public health policy and services, and administering public health programs. Desirable Qualifications: Preference may be given to applicants with experience in one or more of the following: * Public health or community health at the local level, including work with diverse populations, low-income clients, and/or individuals with disabilities similar to those served by DHS; * Supervisory experience in a community, public health, or correctional facility setting; * Knowledge of nursing practice standards, relevant laws and regulations (e.g., HIPAA), and the ability to develop corresponding policies and procedures; * Experience with performance assessment, quality compliance, and continuous process improvement for both clinical and non-clinical practice; and/or * Training or experience in emergency management systems such as Incident Command System (ICS). Special Requirements Background Check/Polygraph: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information. For this position, a full character background investigation (which includes a polygraph examination) will be conducted by the Sheriff's Office, as well as a drug screening test. Professional License/Certifications: Must be licensed as a Registered Nurse in the Commonwealth of Virginia or eligible to receive such license within 60 days of hire. Please do not write "see resume" as a response to the questions. Additional Information Note: This is a civilian (non-sworn) position that is not in the Arlington County competitive service. Duties of this position include working around inmates in the Arlington County Detention Facility. Work hours: 5 days per week, 8 hours per day, typically between 8:00 AM to 4:30 PM, Monday through Friday. Specific workdays and hours will be determined through mutual agreement between the Arlington County Sheriff's Office and the Chief Medical Director. Services are generally expected to be performed during these hours, excluding recognized federal holidays.
