COUNTY OF BUCKSJOB TITLE:Deputy Director of Emergency Health Services JOB CODE:0038DEPARTMENT:Emergency Health ServicesUNION:00FLSA STATUS:ExemptGRADE:99POSITION SUMMARY: Responsible for planning, organizing, implementing and directing an emergency medical services system through the County Office of Emergency Health Services. Also responsible for planning, organizing, and directing the operation of the Bucks County Emergency Health Advisory Council that is recognized by the Board of Commissioners as the advisory body to the County's Emergency Health Services Department. Operation is guided by the requirements existing within the County and in accordance with general guidelines established by the Federal, State and County government relative to systems and programs for improved emergency medical care. In addition, responsible for attending and participating in the Southeast Regional Task Force, Bucks County Healthcare Coalition and the Regional Healthcare Coalition. Reports to the Emergency Services Director of Administration.This is an Essential Personnel position. Essential employees are required to report to work as scheduled or remain at work during when requested, including during inclement weather when Bucks County offices may be closed. May be required to work non-traditional schedules including evenings, nights, weekends, and holidays.The position also participates in the department's on-call rotation.Essential Duties and Responsibilities:Contract, Grant, and Budget ManagementPrepare, submit, and administer awarded state contracts and grants.Manage County and State contract/grant budgets, including but not limited to EMSOF, State Contract, UASI, and HSGP funds.Prepare reports, data, statistics, grant applications/contracts, state and county budgets, and other documents as required by County, State, or Federal governments.Responsible for departmental accounting, budgeting, and financial management.Program Development, Training, and Public OutreachPlan programs to inform, educate, and train the general public and organizations in the use of the EMS system, and to improve the level of expertise in the initial treatment of patients requiring emergency pre-hospital care.Promote recruitment and retention initiatives in accordance with EMS system needs and guidance from the Pennsylvania Department of Health, Bureau of EMS.Promote the organization, training, and activities of the Bucks County Emergency Health Advisory Council through presentations to community groups, hospitals, and industry.Assist with psychomotor testing for students obtaining EMS certification.Develop and implement policies and procedures required for EMS Agency licensure.Collaboration and PartnershipsFoster effective working relationships with agencies, hospitals, skilled nursing facilities, Bucks County Community College, the Pennsylvania Department of Health, Bureau of EMS, and other stakeholders.Participate in Commonwealth-level standing committees in the provision of emergency medical care, contributing to the development of improved systems, facilities, and equipment.Collaborate with other County departments, municipalities, volunteer agencies, and State/Federal agencies.Emergency Operations and Incident SupportProvide staffing for Emergency Operations Center (EOC) activations during drills and actual emergencies.Assist Emergency Management with duties that include, but are not limited to:Staffing the Emergency Operations Center.Performing field damage assessments.Processing unmet needs.Assisting at incident scenes when requested.Staffing Disaster Recovery Centers.Serve as Essential Personnel, reporting as scheduled or remaining on duty during emergencies.Supervision and Administrative OversightResponsible for the supervision of Emergency Health Services staff, including assignment completion, offering assistance, encouragement, and discipline as needed.Schedule employees within the department.Manage departmental inventory and requisition of equipment, supplies, educational materials, and fleet vehicles.Maintain the ability to establish and control effective working relationships with public officials, hospitals, agencies, governmental entities, and the general public.Perform other duties as assigned.QUALIFICATIONS REQUIRED:To successfully perform this role, an individual must be able to carry out all essential duties. The qualifications below reflect the knowledge, skills, and abilities required. Reasonable accommodation will be provided as needed.Education and ExperienceBachelor's degree.Minimum of three years of administrative experience in a public or private organization.In-depth knowledge of the emergency medical services system, with at least seven years of clinical experience at the highest EMS certification level.Minimum of five years of EMS leadership experience.Or an equivalent combination of education, training, and experience.Licenses and CertificationsCurrent prehospital certification at or above Emergency Medical Technician (EMT) level, maintained throughout employment; Paramedic or higher certification level preferred.Emergency Medical Services Vehicle Operator (EMSVO) or equivalent preferred.Completion of ICS 100, 200, 700, and 800 prior to application.Completion of ICS 300, 400, G191, and IS703 within one year of hire.Valid driver's license.Pennsylvania Child Abuse Clearance, Pennsylvania State Police Criminal Record Check, and FBI Background Check, all current within one year prior to application.Knowledge, Skills, and AbilitiesExcellent verbal, written, and communication skills.Proven leadership with the ability to train, motivate, and supervise staff.Ability to manage multiple projects and meet established deadlines.Ability to conduct formal meetings, address groups, and build rapport with affiliated agencies.Ability to collaborate effectively with other County departments, municipalities, volunteer agencies, and State and Federal partners.Work ConditionsEssential Personnel position; employees are required to report to work as scheduled or remain on duty during emergencies.May be required to work non-traditional schedules, including evenings and weekends.Attendance at meetings and events during non-traditional business hours required.Some travel required.Position includes a rotating on-call requirement.
