We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.Learn more about this agencyDutiesHelpThis position is located within the US Capitol Police(USCP), Assistant Chief of Police for Uniformed Operations, OperationalServices Bureau, Hazardous Incident Response Division, Hazardous MaterialsResponse Team (HMRT).The role of HMRT is to respond to credible threats ofchemical, biological, radiological, nuclear (CBRN), or high-yield explosiveincidents in order to conduct consequence management operations by providingcapabilities for agent detection, identification, and limited mitigation,casualty search and extraction, and personnel decontamination, limitedemergency medical care and stabilization of contaminated personnel.A brief description of the duties and responsibilities areas follows:Leads and coordinates operations to detect, respond to, anddefeat chemical, biological, radiological, and nuclear (CBRN) threats arisingwithin the geographical jurisdiction or statutory protective authority of theUSCP. Enters danger areas with protective equipment to sample, test,identify, mitigate, contain, and perform decontamination operations.Performs within a comprehensive emergency response programand serves as a Hazardous Materials Branch Officer and/or Hazardous MaterialsSafety Officer (HMSO) performing such duties as part of the responding teamwithin the USCP Incident Management.Determines response strategies, PPE selection, resourcedeployment and incident action plans according to national standards of care,OSHA regulations, and National Fire Protection Association standards.Serves as a CBRN subject-matter expert to implement andassign tasks to control or eliminate immediate life safety hazards, detect, andmonitor threats, provide product control strategies, and direct appropriatedecontamination for CBRN and weapons of mass destruction (WMD) threats andincidents.Designs, develops, conducts, documents, and assessestraining programs involving hazardous materials incident response and recoveryfor the hazmat response teams, USCP specialty staff, and related externalentities. Provides on-the-job training to new employees inaccordance with established risk-based response procedures and practices.Administers limited emergency medical care at hazardousresponse incidents that may include patient decontamination, assessment andtreatment, and medical monitoring to ensure appropriate medical attention andsupport.Works under the supervision of the Supervisory HazardousMaterial Specialists to ensure that the combined hazmat/medicalteam operates cohesively during complex responses.RequirementsHelpConditions of employmentMust be a U.S. citizen.Must successfully pass an initial and annual medical evaluation.Must have or be able to obtain and maintain a Top-Secret clearance.Must hold a valid REAL ID U.S. Driver's license.Must successfully complete a background investigation.Must complete a one-year probationary period.Must have Hazardous Materials Technician Pro Board or IFSAC certifications.Must have completed or be able to obtain and maintain the following training and certifications that were accredited by either the National Board on Fire Service Professional Qualifications or the International Fire Service Accreditation Congress:• ICS-300 Intermediate Incident Command System• Hazardous Materials Officer• Hazardous Materials Safety Officer• Nationally Registered Emergency Medical TechnicianThe incumbent must be able to display and apply knowledge and training from the above certifications for at least a period of one (1) year.QualificationsIn order to qualify, you must meet the education and/orexperience requirements described below.(1) Experience providing advice, assistance and managementof a hazardous materials incident preparedness and response program.(2) Experience planning, presenting, documenting, andevaluating an emergency medical training program.(3) Ability to apply knowledge of CBRN agents and WMDincident prevention, intervention, mitigation, and resolution procedures,policies and tactics to an actual hazardous materials incident response.(4) Possession of excellent written and verbal communicationand interpersonal skills necessary to prepare and present effective and easilyunderstood training plans, procedures, and exercises.All eligibility requirements must be met by the closing dateof the vacancy announcement.(Information on Qualification & Education is located atthe following link:is no education substitution for experience in this series and/or grade.Additional informationAdditional Conditions of Employment with the USCP:As per the Congressional Accountability Act (CAA) and the Fair Chance to Compete for Jobs Act of 2019, criminal history information will only be collected following a qualifications review and after a tentative offer of employment has been made. A criminal history check will be performed on applicants who accept an offer of employment.Credit Check Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.Selective Service Registration Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. Check Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record.Background Investigation Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts.
