General Job Information Job Summary This position is located in the Office of the Deputy Mayor for Education (DME), Office of Education through Employment Pathways (ETEP). The Office of Education through Employment Pathways is responsible for empowering District residents on their journey through the education and workforce system toward the goal of accessing good jobs and supporting the development of a local talent pipeline. This goal is accomplished through building a clear picture of opportunities and support that are setting DC residents up to System, as well as other available sources. The incumbent serves as an expert on development of research and insights, as well as stakeholder engagement. Responsibilities include conducting research and data analysis on priority topics set by ETEP, and serving as the primary liaison to external research teams that are conducting research on ETEP's behalf. Responsibilities also lead stakeholder engagement through frequent presentations and discussions with ETEP's key stakeholders including school staff, agency leadership, families, employers, and community partners. Duties and Responsibilities Serves as the team lead on data-analysis focused research projects, including leading data management and qualitative and quantitative analysis on multiple projects. This includes projects conducted in R or SQL. Coordinates with research partners, including contractors, DC education and workforce agencies, and the DC Education Research Collaborative, to create internal and external facing reports and research products that evaluate the impact of District education and workforce programs on the lives of DC residents. Provides technical expertise on data analysis, business intelligence tools, data visualization and systems analysis and design. Interprets data; analyzes results using statistical techniques; and provides ongoing reports for the Executive Director. Comply with all policies and procedures related to the safeguards for confidentiality and security of data. Manages projects in a way that ensures availability, reliability, maintainability, and recoverability of agency databases. Facilitates community engagement with DC residents who are engaged in the District's PK-12 education, post-secondary and workforce programming, as well as engagement with agency staff from education and workforce agencies in order to ensure that the Education through Employment Data System and office priorities are responsive to resident needs. Serves as a liaison to community based organizational partners, and government partners to execute office priorities by convening discussions, identifying areas of collaboration, and shared priorities. Qualifications and Education Applicants must have at least one (1) year of specialized experience equivalent to the CS-12 grade level in the District of Columbia government service, or equivalent public or private sector. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Demonstrated knowledge of P20W systems, and national best practices in longitudinal data systems. P20W longitudinal data systems are those that include information from preschool, K12, post-secondary, and workforce, among other data sources. The District's P20W system will be referred to as the Education through Employment Data System. Demonstrated knowledge of ways that states apply insights from longitudinal data to provide policymakers with information to create evidence-based education and workforce system investments. Residency Requirement: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment. Position Designation: The position has been deemed security-sensitive.
