Salary: $121,515.23 - $161,007.68 AnnuallyLocation : Department of Transportation Marietta, GAJob Type: Full-TimeJob Number: 04803Department: Department of Transportation (DOT)Opening Date: 03/18/2026Closing Date: ContinuousGrade Code: 122 Position InformationThis position serves as a key member of Cobb DOT's executive leadership team, providing strategic oversight of the Department's Engineering, Planning, and Right of Way Divisions. The role directs the planning, preconstruction, construction, and overall delivery of a diverse capital program funded by SPLOST, State and Federal Grants, and CID partnerships. This position ensures projects are delivered efficiently, cost-effectively, and in alignment with community priorities, best engineering practices, regulatory requirements, and long-range transportation goals. Essential Functions Manages, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals; and makes final decisions in the recruitment and selection of division employees.Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives: ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to director, County administrators, and elected officials.Develops and implements long- and short-term plans, goals, and objectives for area of assignment: collects and analyzes multiple sources of data; evaluates effectiveness and efficiency of department activities: reviews and revises policies, procedures, plans and programs; and researches, assesses, and develops strategies to meet current and future transportation and engineering needs; signs and approves various forms/documents as needed.Develops, implements and monitors policies, procedures, and protocols for area of assignment: interprets, explains and implements local, state, and federal laws, codes, and regulations; conducts staff meetings; and provides information, updates, and coordination of work activities.Develops and implements budget for assigned area: recommends staffing levels, equipment, materials and other budget allocations; monitors expenditures to ensure compliance with approved budget; and prepares and submits budget documentation and reports.Plans and directs engineering designs and surveys, construction management, and other functions as assigned: coordinates work activities with department divisions, other County departments, local, state and federal governmental agencies, contractors, consultants, and other organizations; and reviews and approves construction plans, contracts and agreements, reports, land acquisitions, requests for proposals, project specifications, work orders, and utility and right-of-way permits.Prepares applications and proposals for funding from federal and state government agencies, private organizations, developers, and others: gathers and compiles information; completes and submits applications; administers funds according to funding agency rules and regulations; and maintains and submits all required documentation.Serves as Director in absence of the same: attends agenda preparation, attends Board of Commissioners, staff and other meetings and events; represents the division and the department on various committees and at meetings and public hearings; attends and participates in meetings and forums, working with adjacent counties and cities to develop mutually beneficial intergovernmental agreements regarding transportation; and answers questions and provides information regarding division activities and plans.Performs other related duties as assigned.Minimum QualificationsBachelor's Degree in Engineering, Planning, Public or Business Administration, or related field required; supplemented by ten years of progressively responsible experience managing transportation operations, with a minimum of three years of supervisory experience as a division manager preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Licenses and Certifications Must possess and maintain a valid Driver's License. Must possess and maintain a valid Professional Engineer's license.Certification from the American Institute of Certified Planners (AICP) is preferred. Physical AbilitiesTasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.Sensory RequirementsSome tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals.
