ABOUT THE LOS ANGELES COUNTY OFFICE OF THE COUNTY COUNSEL: The Office of County Counsel provides legal representation, advice and counsel to the Board of Supervisors, County departments, special districts, and other public agencies, as mandated and authorized by the County charter and State statutes. The Office provides a broad range of legal services directed at promoting the public service objectives of the County, while protecting the County from loss and risk. DEFINITION: Performs the most difficult legal assignments in providing advice to and representing the Board of Supervisors and the County and its departments/agencies in litigation and may supervise subordinate attorneys. CLASSIFICATION STANDARDS: These positions are allocated only to the Office of the County Counsel and typically receive general direction, from an Assistant County Counsel, primarily pertaining to policy. Senior Deputy County Counsel positions are responsible for assignments involving the most difficult and complex legal matters which requires a high degree of initiative, skill and specialized legal knowledge in Social Services Law and acts as principal legal advisor to a large County department or special district. This class is the first level at which supervisory duties may be assigned and requires that incumbents be able to exercise knowledge of the principles of supervision and have a thorough knowledge of legal principles and their application. In addition, incumbents must possess the ability to appear in federal and state court, and administrative hearings. Essential Job Functions Represents, advises, and prepares legal documents for County departments and the Los Angeles County Metropolitan Transportation Authority (LACMTA) for all stages of public sector infrastructure construction projects including environmental, solicitation documents and responding to bid protests, contract administration, construction claims and dispute resolution, and alternative project delivery systems including public-private-partnerships. Advises and drafts for complex real estate transactions and contracts. Drafts ordinances, resolutions, legislation and opinions relating to issues as requested by the Board of Supervisors, County staff, and LACMTA. Supervises less experienced attorneys and oversees outside counsel on the conduct of their assigned cases, discussing questions of law and questions related to the procedure or strategy to be used in trial. Acts as principal legal advisor to a large County department or special district, supervising and participating in the resolution of difficult legal questions regarding powers, jurisdiction, procedures and operations. Provides in-depth legal advice to the Board of Supervisors, special districts, special boards, the LACMTA, commissions, and other official bodies regarding applicable municipal and governmental law in order to resolve difficult legal questions. Oversees the review and resolution of complex, multi-agency issues, requiring coordination within the office, LACMTA, and between County departments/agencies. Confers with attorneys, County officials and other interested parties for the purpose of obtaining information relative to the preparation of assigned cases, legal opinions, contracts and ordinances. Conducts legal research by utilizing online services such as Westlaw & Lexis-Nexis, materials in the law library, and other treatises in order to advise County staff regarding labor and employment matters. Analyzes written reports and legal documents; confers with witnesses, experts, investigative personnel, and others for the purpose of obtaining relevant information relating to the litigation of such matters. Engage in and advance the Diversity, Equity, Inclusion, and Antiracism mission of the Office of the County Counsel. Requirements SPECIALTY REQUIREMENTS / TRAINING AND EXPERIENCE: Five (5) years of experience in the practice of public agency law, or civil law, four (4) years of which must have been in the practice of construction, public sector infrastructure, construction projects, and related contract matters. Public agency law refers to experience working for the government of a State or political subdivision thereof; any agency of the United States, a State, or political subdivisions of a State, or municipality; or any interstate government agency. LICENSE: Admission to practice law in all courts of California. A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. PHYSICAL CLASS: Physical Class II u2013 Light:This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
