Learn more at PARADYME.Paradyme Inc. is seeking software professionals to lead efforts supporting a federal enforcement agency to tackle multimedia exploitation to protect the most vulnerable amongst us against online scams, trafficking, terrorism, and other cyber-crimes.We are seeking highly qualified and experienced Senior Program Manager (PM) with over 7 years of experience managing a team specializing in multimedia exploitation consisting of Solutions Architects, Cloud Engineers, DevSecOps/Platform Engineers, IT Systems Engineers/Administrators in a Scaled Agile Framework (SAFe) environment.Active Top Secret clearance is required to be considered.We are seeking highly qualified and experienced Senior Program Manager (PM) with over 7 years of experience managing a team specializing in multimedia exploitation consisting of Solutions Architects, Cloud Engineers, DevSecOps/Platform Engineers, IT Systems Engineers/Administrators in a Scaled Agile Framework (SAFe) environment. The PM will have a dedicated Agile Practice Lead, to manage the development and maintenance of all the variables under SAFe and will ensure the entire team are fully trained and perform their roles at the highest level of obtainment. The PM should have in-depth practical knowledge of sustaining Government-Off-The-Shelf applications, related processes, sustainment of infrastructure/circuits, development of roadmaps and helping the government manage innovation and requirements to support the operational users. The ideal candidate will be able to discuss strengths related to managing in a highly paced environment, bringing stakeholders that have unique perspectives into a comprehensive vision supported by a strategic plan to manage the team towards. The PM with practical implementation experience with Artificial Intelligence/Machine Learning will aid in their accomplishment of their process improvement responsibilities.Key Responsibilities:Oversees the technical and operational support of government missions and critical incidentsDefine and oversee the program's technical and operational objectives, scope, and success criteria in alignment with organizational goalsDevelop a detailed program roadmap, outlining timelines, milestones, and deliverables. Identify dependencies between projects and ensure they are managed effectivelyCoordinate efforts, monitor project progress, add address issues across project managers and teams to ensure consistency and collaborationEnsure risks are identified, tracked, and mitigated throughout the program lifecycle. Act as the escalation point for issues that cannot be resolved at the project leveDevelop and manage the program resources (budget, personnel, tools), ensuring costs are controlled and aligned with financial goals. Identify resource gaps and work with leadership to address themEstablish clear communication channels across teams, projects, and stakeholders.Works closely with stakeholders to understand the government’s requirements for infrastructure, applications, and servicesProvides plans, progress reports, metrics, and regular updates to detail the efficiency, effectiveness and reliability of infrastructure, applications, and servicesUnderstand strategies and movements of other government agencies and advises on multimedia exploitation where efficiencies can be gainedMaintains relationships with government customers, operational users, and their partnersEnsure knowledge sharing and documentation for future referenceAct as the central point of contact for all program-related communicationTechnical Experience or KnowledgeMinimum of 7 years of technical experience in software engineeringDemonstrated experience managing petabyte-scale, complex technology programs, preferably within the government or law enforcement sectorsKnowledge of the operational environment in Digital Forensics, Data Recovery, Forensic Tools, Mobile Digital Forensics, Legal Process, Video Capture, Case Management techniques and analysisKnowledge of database and storage systems with NoSQL databases like Cassandra or MongoDB for large-scale document storage and object storage system using Azure, AWS, CephKnowledge of data technologies like Apache Kafka, Spark, Elasticsearch, SolrKnowledge of cloud-native technologies and containerization such as Docker, Kubernetes for deployment and orchestrationKnowledge of backend and Cloud sServer environment and Data Center Infrastructure and complianceEducation/Certifications/SkillsBachelor’s or Master’s degree in Cybersecurity, Computer Science, Information Technology, or related fieldPMP (Project Management Professional) certificationUnderstanding of federal cybersecurity guidelines, including compliance with Executive Order 14028 and other relevant regulationsProgram management experience in a technology or government contracting environment, GOTS and COTS tool management within a secure environmentProven ability to lead multidisciplinary teams and manage cross-functional projects involving software development, cybersecurity, and IT infrastructureExperience with budgeting, forecasting, and financial management of technology programsAgile Certifications, preferredStrong knowledge of SAFe/agile methodologies software development life cycles, and modern project management tools and techniquesExcellent communication, negotiation, and stakeholder management skillsParadyme, a CATHEXIS Company is an equal opportunity employer.
