JOB SUMMARY This position is responsible for performing multiple support services and information management duties relevant to the collection, maintenance, and preservation of criminal justice records; Useful Public Service duties; Civil Process technician duties; Sheriff Sales as directed by the court; and Sex Offender Registration Management for the Grand County Sheriff's Office. ESSENTIAL JOB FUNCTIONS • Performs a wide variety of technical duties in support of departmental operations including those related to collecting, indexing, processing, maintaining, retrieving, copying, and distributing technical and confidential law enforcement data and. • Enters, maintains, and retrieves data, reports, and information into and from a variety of automated law enforcement records systems. • Copies and distributes crime, incident, arrests, accident reports, and related paperwork to various agencies including local and state law enforcement personnel, insurance companies, and other agencies and organizations. • Provides information, and responds to questions and concerns from the general public, departmental staff, and other agencies in person and by telephone; routes phone calls and messages; responds to public inquiries for information regarding reports and other matters; ensures that the release of records follows state, federal, and local laws. • Conducts background checks on individuals for outside law enforcement agencies; pulls and copies reports and other information as necessary. • Assists with Sheriff's Office file and record management including the archival destruction; shreds old files; assists in the implementation of file record management systems and programs. • Performs general clerical duties including typing, distributing mail, and filing; types correspondence, reports, forms, statements, petitions, complaints, and other confidential and specialized documents as necessary. • Screens and edits call log information and distributes to the media in accordance with the Colorado Open Records Act Standards. • Performs office financial management functions including the receipt of cash for reports, concealed handgun permits, fingerprinting, and photographs; processing of bills received for payment; preparing letters for past due accounts; and preparing deposits of all monies received. • Performs Motor Vehicle identification inspections (VIN). • Receives payments and performs data entry with traffic citations. • Picks up and distributes mail and relays to other departments. CIVIL PROCESS • Meets members of the public and receives all civil papers for service; examines legal papers to verify authority, procedure, and time limitations; arranges service to be done and/or performs civil service; returns civil process documents and distributes to appropriate parties. • Traces and locates names and addresses as available of persons required to be served. • Handles time sensitive civil process services, including coordinating evictions. • Processes Court Orders to remove tenants pursuant to eviction. • Prepares Court Orders to seize and return personal property to owner. • Seizes and sells real, personal and intangible personal property (i.e., Timeshares) on Court Order according to statute, which includes issuing notices of levy, notices of sale, conducting verbal auctions, issuing certificates and bills of sale, deeds and redemption certificates. SEX OFFENDERS • Registers Sex Offenders by completing necessary forms, photographs, and fingerprinting in accordance with Colorado State Law. • Maintains and updates sex offender information files, and assists detectives in tracking sex offenders and maintaining accurate information. USEFUL PUBLIC SERVICE • Uses Records Management System UPS computer program to register and keep records on all persons who are sentenced in District Court or County Court, to Useful Public Service (UPS) as well as Inter-County referrals and Out-of-State referrals. Collects fees and deposits that money with the Treasurer. • Monitors and enforces court ordered UPS requirements on all program clients. • Monitors all UPS clients. Keeps accurate records of progress for each offender. Reports regularly to County and District Court Judges and to the 14th Judicial District Probation office on status of offenders. • Reports on successful completion of hours or non-compliance, completes court affidavits, and testifies in court when necessary ANIMAL LICENSING AND OFFICE RESPONSIBILITY • Performs a variety of Notary services for Sheriff's Office related tasks. • Issues, records, and maintains all animal control tags on a yearly and as needed basis. • Enters and maintains animal control citations, including the collection and deposit of monies generated from citations. • Collects, records, and maintains National Incident Based Reporting System (NIBRS) into the CBI computer terminal. • Performs daily count of a petty cash drawer; keeps records of counts in a secure place. • Organizes and performs community involvement volunteer activities as available. • Performs other related job duties as assigned. QUALIFICATIONS Education and Experience: High school diploma or general education diploma (GED); and one (1) year of related experience; or an equivalent combination of education and experience. Special Qualifications: Notary Public Certification. Certification in CPR/First Aid. Once hired employee will secure, within 6 months, and maintain Master Certification as a Records Technician with the Colorado Certified Records Network. Once hired employee will secure, within 6 months, and maintain a certification in NCIC/CCIC operation. Knowledge, Skills and Abilities: • Knowledge of law enforcement processes and procedures. • Skill in bookkeeping; general office procedures; communication with the general public and external agencies; report preparation; records maintenance; general office equipment operation; electronic/digital equipment and device data management and utilization. • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. • Ability to write reports and business correspondence. • Ability to effectively present information to and respond to questions from the public. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. • Ability to compute rate, ratio, and percent. • Ability to solve practical problems and deal with a variety of concrete variables in situation where only limited standardization exists. • Ability to interpret a variety of instructions furnished in written, oral, or schedule form. • Ability to multitask. • Ability to establish and maintain effective working relationships with fellow employees, the public, supervisors, and other county officials. PHYSICAL DEMANDS The work is sedentary work which requires exerting up to 10 pounds of force occasionally, and/or negligible amount of force to move objects. Additionally, this position also requires the ability to walk, stand, sit; grasp, finger and handle; talk and hear; stoop, kneel, and reaching; distinguish objects in low and bright light using peripheral vision, depth perception, color vision, and far and near acuity. WORK ENVIRONMENT The noise level in the office work environment is usually moderate.
