Job Description ABOUT THE OFFICE: The Mayoru2019s Office of Criminal Justice (MOCJ) advises the Mayor and Deputy Mayor for Public Safety on criminal justice policy and is the mayoru2019s representative to the courts, district attorneys, defenders, and state criminal justice agencies, among others. The office designs, deploys and evaluates citywide strategies to drive down crime, reduce unnecessary arrests and incarceration, and improve the systemu2019s fairness. MOCJ works with law enforcement and city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety. ABOUT THE ROLE: MOCJ team members operate in a collaborative, service-oriented environment, where flexibility and the ability to achieve results are valued. All managers lead teams and/or lines of service, assuming increasing levels of responsibility for the organizationu2019s success. Managers align daily operations to the agencyu2019s strategic priorities, engage stakeholders in planning, and drive performance using well-defined success metrics, along with effective people and project management strategies (including but not limited to the assignment of work, maintenance of performance standards, maintaining baseline staff knowledge and professional development). All managers are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepening their knowledge of procurement and government operations. Managers must serve as principal ambassadors for the agency and are expected to handle confidential matters, promote established priorities, deescalate conflict, and proactively escalate issues along with proposed solutions. Contract Managers are front-line managers who oversee one or more areas of services and are accountable for the success of an assigned team. MOCJ is seeking an exceptional procurement professional to serve as a Contract Manger assisting the Deputy Agency Chief Contracting Officer (DACCO) in managing contract actions. The successful candidate will have worked in a fast-paced environment and have extensive experience in managing City procurements, including reviewing and approving. Candidates should be highly motivated and should be able to retain and communicate the big picture without compromising detailed orientation. The Contract Manger will report directly to the DACCO. Duties will include but are not limited to: Special skills - Ability to communicate clearly, both written and verbally. - Ability to distill significant amounts of information and identify the most important points. - Ability to prioritize and successfully carry out multiple assignments, meet critical deadlines and timeframes and must be well-organized. - Ability to work independently and in team environments. - Ability to self-direct. - Experience working with providers. - Experience with fiscal-related activities. - Experience with contract management. - Experience with procurement activities. - Working knowledge of Federal, State and City policies and programs that relate to civil legal services and strategic interventions. - Proficient in Microsoft Office applications. - Working knowledge of City systems such as PASSPort and FMS. Duties and Responsibilities - Lead coordinator and supervision of senior contract analysts and/or contract analyst while monitoring the procurement and contract management operations of the assigned portfolio/area of service and additional tasks assigned to each staff member. - Processing procurements from inception to reviewing invoices. This entails assuring adherence to the Cityu2019s Procurement Policy Board rules, creating proper documentation, and registering procurements with the New York City Comptrolleru2019s Office - Perform contract management and compliance/performance monitoring duties and ensure work is performed in a timely manner and in compliance with applicable federal, state and local regulations. Contract management and compliance monitoring duties include, but are not limited to, perform/supervise financial tasks in Agency and City systems, perform/supervise solicitation and contract procurement tasks in Agency and City systems, perform/supervise risk assessments, develop/perform/supervise provider trainings, draft/implement/monitor corrective action plans, and evaluate, document and report provider performance in Agency and City systems. - Monitor, analyze, and report on all aspects of the work, including but not limited to, procurement workflow, budget utilization, vendor compliance, trends, and contractual performance. Participate/supervise in the collection, quality assurance, retention, analysis, interpretation and presentation of data. - Perform on-going research regarding funding requirements and advise management and/or implement/supervise business practices to ensure compliance. - Serve as a liaison to the Agencyu2019s program support divisions, including the Agencyu2019s Chief Contracting Office (ACCO), Office of Management and Budget (OMB), the Office of Legal Affairs (LAW) by answering questions clarifying programmatic and funding requirements related to complex contracting and fiscal actions, in order to ensure compliance with NYC Procurement Policy Board Rules, Invoice Review Policies and Procedures, and Agency procedures to facilitate the timely delivery of contracted goods and services. - Participate in strategic planning to develop comprehensive procurement and financial plans. Ensure plans, services and actions are in accordance with Procurement Policy Board (PPB) rules, the NYC Charter guidelines, Local Law requirements and/or any other mandates. - Participate in the development and coordination of uniform and/or individually tailored audits to evaluate and monitor contractor performance. - Participate in site visits, risk assessments, and desk reviews. Summarize and report any problems or potential areas of concern. Develop, communicate and monitor internal/contractor corrective action plans and/or enhance reviews. - Develop policies and procedures, including forms and operational tools, and participate in internal and external trainings and meetings as assigned. - Perform on-going technical assistance and communication with partnering city agencies/ non-profits/divisions. - Attend meetings, trainings, conferences and workshops as directed. - Perform and ensure that special and/or ad hoc projects are completed as assigned.
