Join the fight to end homelessness and make a difference in people’s lives at LA Family Housing!LAFH is looking for an experienced attorney to provide legal advice and guidance on compliance and contractual matters. The ideal candidate will have a strong background in compliance and contract law with experience in the nonprofit sector and familiarity with Ironclad or a comparable contract management system. In this role, you will provide legal advice on compliance with applicable federal, state and local regulations as well as organizational policies and procedures. You will also own contract management including drafting and negotiating contracts with vendors and partners and overseeing administration of public contracts with government funders.This is a critical position in the Legal departments that reports to the General Counsel and directly supervises the Director of Public Contract Compliance. COMPLIANCE Serves as the primary point of contact with all federal, state, county, city and other government agencies and regulatory bodies as they relate to compliance Oversees all external funder-driven audits and monitoring exercises including the responses to any findings reported therein Serves as compliance subject matter expert and staying apprised of all applicable laws, regulations, statutes, rules and public policiesOversees Conflict of Interest Disclosure and Code of Ethics process for staff and board membersDevelops and implements policies and procedures and agency standards, working collaboratively as appropriate with other relevant departments Identifies, develops, and implements changes to existing policies and procedures across departments, coordinating with departmental heads to ensure changes are implemented and monitored Monitors, and as necessary, coordinates compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trendsServes as the main Point of Contact to direct compliance issues for investigation and resolutionActs as an independent review and evaluation body to ensure that compliance issues and concerns within the organization are being appropriately evaluated, investigated, and resolved. Develops and oversees a system for uniform handling of such violations.Builds out an agency-wide culture of compliance Prepares reports and presents recommendations to General Counsel, Executive Leadership and/or the Board of Directors Working with the Risk Management Officer, analyzes potential compliance, contracts, or fraud risks within specific areas of an agency/program to avoid or minimize compliance issuesCONTRACT MANAGEMENTManages the full commercial contract lifecycle by creating templates, negotiating and drafting new agreements, reviewing contractual obligations for compliance with regulations and advising on contract renewal or termination. Oversees implementation, and maintenance of Ironclad contract management system Oversees development and revisions to contract-related templates including those for subcontracts, MOUs, and other partner agreementsPROCUREMENT Ensures organization-wide procurement activities are in compliance with contract-driven and organizationally defined procurement requirements. Advises on organizational procurement policies and procedures Provides support to all departments relating to preparation of RFPs and meeting other procurement requirements.TRAINING Develops and leads staff training on compliance, policies and procedures and ethics topics periodicallyDevelops organization-wide compliance awareness program, including whistleblower, fraud, waste/abuse, and other compliance issuesWorks with the Human Resources department, and others as appropriate, to develop an effective compliance training program, including appropriate introductory training for new employees and ongoing training for all employees and others as deemed necessary on items such as Code of Ethics, Conflict of Interest, and Fraud Prevention and AwarenessMANAGING STAFFProvides direct supervision of Director of Public Contract Communicates department goals, safety practices and deadlines to teamPromotes team member adherence to organizational regulations and performance goalsMotivates team members and provides on-going supervision and feedbackConducts timely performance evaluations and ensures submission to HRCoaches and develops direct supervisees and assess performanceConducts work schedules and reviews and approves timesheetsEnsures staff attend and complete required trainingsEnsures clear communication of departmental goals and outcome measurementsOTHERAdditional tasks, projects, duties and responsibilities as assigned by supervisorAbility to analyze and interpret contracts and lead contract negotiations with a particular eye for compliance issues and risk management Knowledge of applicable Federal, state and local regulationsSuperior organization, project management skills and attention to detailHigh level of commitment to quality work product and organizational ethics, integrity, and complianceAbility to work effectively in a fast-paced, team environmentStrong interpersonal skills and the ability to effectively communicate, both written and verballyDemonstrated decision making and problem-solving skillsDetailed-oriented with the ability to multi-task and meet deadlines with minimal supervisionAbility to analyze situations, provide suggested alternatives, and implement solutionsAbility to exercise discretion and maintain confidenceComprehensive knowledge of Microsoft Suite (Excel, PowerPoint, MS Project, etc.)Ability to pass post-offer Tuberculosis (TB) clearancesAbility to work a 9/80 work scheduleJD Degree from an accredited law school Membership with California Bar Minimum of five (5) years of proven experience in compliance and contractual mattersPREFERRED QUALIFICATIONS Experience with Ironclad or comparable contract management software systemExperience with nonprofit compliance matters, regulations and standardsFamiliarity with public contracts Health, Dental, Vision, Life Insurance, 403B Retirement Plan, 529 Education Savings Plan, Long Term Disability, Employee Assistance Program, Flexible Spending Accounts (FSA), Legal Access Plan, Employee Appreciation Program, Company Sponsored Employee Events, Staff Development, 9/80 Alternative Work Schedule, Paid Sick, Vacation and 13 Observed Holidays, Public Service Loan Forgiveness Program Eligibility and more!The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
