Odyssey Systems has an exciting new opportunity for an Acquisition Program Manager/Financial Analyst providing Advisory and Assistance Services (A&AS) supporting the Space Command and Control (Space C2) Program as part of the Sensor System Support (S3) contract supporting the United States Space Force Space Systems Command's Battlespace Integration Network Branch (USSF SSC/SYD85/BNN).This position provides Advisory and Assistance Services (A&AS) support moving science and technology efforts to real-world execution. The Battlespace Integration Network Branch is executing sensor communication upgrades and systems of systems integration and automation projects to prototype and field the next-generation Space Domain Awareness network and command and control systems.This is a full-time position at 2424 Garden of the Gods Rd. in Colorado Springs, CO with the opportunity to telework 1 day per week at the discretion of the Government.An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an SDA Data Fusion Systems Acquisition Program Manager/Financial Analyst, you will work closely with the Government Program Manager and provide Advisory and Assistance Services support in various program management disciplines including but not limited to; providing support to the Government Space C2 Program Manager for all aspects of program management with a focus in contract finance, execution, program execution and performance. You will support the Distributed Space Command and Control (C2) System - Dahlgren (DSC2-D) program portfolio of C2 systems from a programmatic and financial planning analyst perspective. The DSC2-D portfolio is part of the US Space Force’s Cross Mission Data (XMD) branch. Assist in the development, execution, and oversight ofaction plans, schedules, risk management, contractual oversight of initiatives associated with the development, modification, upgrade, and sustainment of the mission. You will also assist in the oversight for multiple small- to mid-sized contracts developing and fielding war fighting systems.Duties include, but are not limited to: Provide programmatic planning and execution support for DSC2-D initiatives in conjunction with the SDANet mission by conducting analysis of project and program data requirementsExperienced with the oversight of and reporting on project cost, schedule, and risk and risk mitigationPerform financial analysis, budget planning, and forecasting to include analysis of program and budget spending, component analysis, status report narratives, variances, issues and provide weekly status updatesSupport analysis and inputs associated with contract performance, project/program performance, and project independent government cost estimatesAssist with preparing and delivering monthly budget execution reviews and status of funds reportsPerform funds management. Prepare and coordinate funding documents from multiple funding streams. Maintain cognizance of the status of approved, deferred, and released funds.Track budget requests, supporting documents, reports, and responses in approved repositories, such as share-drives and Microsoft TeamsMonitor program level contract and risk mitigation performanceEstablish obligation and expenditure plans for active year appropriations, monitor execution throughout the fiscal year, and provided analysis at the requirement project, or appropriation level, as required by the Program ManagerCoordinate inputs and provide forward-looking analysis for the 5-year financial outlook for the portfolioAssist with implementing earned value management (EVM) applications within an agile environment to drive contract performanceTrack development and sustainment risks in support of Government activities; develop and execute technology insertion and risk reduction strategies, studies, and recommendations to mitigate identified risk conditionsSupport the coordination of the resolution of portfolio programmatic, technical, and system issues and deficiencies with prime contractors, depot contractors other support contractors related to contract performanceSupport acquisition planning and release activities to include requirements development and request for proposals (RFPs). Familiarity with government acquisition and proposal process and documentation helpful, to include RFI, RFP, BOE, SOW, Acquisition Plans, etc. support the analysis and evaluation of proposals and provide recommendations with supporting rationale.Assist with translating user requirements into statement of work objectives and cost documentation.Provide relevant input to acquisition planning activities, upgrades and modifications, and studies and interface with stakeholders, contractor personnel, and product integratorsTravel to CONUS and OCONUS locations upon Government directionOther duties as required and requested by the Government within the constraints of the S3 contractCitizenship: Must be a US citizenMinimum Required Qualifications:Clearance: Active TS/SCI clearanceEducation: Bachelor’s degree in business, Systems Engineering, Engineering Management, Computer Science, Software Engineering or a related fieldYears of Experience: 8 years of directly relevant experience, 2 of which must be in the DoD, OR, MS degree and 4 years of directly relevant experience, 2 of which must be in the DoDOther Qualifications:Overall programmatic and project portfolio experience.
